Fee Charged towards Audio Visual Teaching-CEA Clarification issued by DOPT

Dear Comrades,
DOPT clarified Vide Memo no.12011/07/2011-Estt.(AL) dated 23/05/2012 that Fee paid to the school for the use of any aid or appliances by the child is reimburseble. Hence, if fee is charged by the school for teaching through audio-visual tools, the same is reimbursable as "fee" mentioned in para 1(e) of the O.M.

It is known from the confidential sources that the directorate vide memo dated 11/05/2012 asked the circles to furnish the vacancy position for the year 2011-12 by 25/05/2012. In turn Circle office issued orders to Regions to furnish the vacancy position category wise DR quota including DP quota vacancies after considering all Rule-38 applications vide letter dated 15/05/2012. It is requested to all divisional secretaries to take care while calculating the vacancy position with the divisional administration.

Com. Nani Banerjee the vetern leader of P3 and NFPTE movement has lost his breath today morning. Com. Nani Banerjee was Treasurer CHQ from 05.05.1968 to 16.03.1978 thereafter he was Deputy General Secretary till 20.04.1997. His services to the CHQ is ever rememberable

Circle Relaxation Committee Cleared 217 cases out of 465 cases-Orders issued by CO

Dear Comrades,
Circle Relaxation committee which met on 10/05/2012, has considered 465 cases of dependants of deceased GDS Officials, out of them 217 cases were recommended. The orders have been issued vide Memo No.RE/1-27/CRC-GDS/2012 dated 15/05/2012. It is also directed to issue provisional appointment order with a clause to the effect that their continuance in the post will be subject to result of Police Verification report. Payment of Interest on delayed payment of Gratuity and recovery of interest so paid from the officers responsible for such delay-DOPPW orders

Dear comrades,

Department of Pensions and Pensioners Welfare vide it Memo No. 38/64/98-P&PW(F) dated 01/05/2012 clarified once again that according to "Rule 68 of CCS (Pension) Rules 1972 Interest will be paid to the pensioner on delayed payment of gratuity and the amount of interest so paid will be recovered from the officers responsible for such delay.Wherever dealys anticipated, Provisional pension should be sanctioned immediately. Any delay in processing of pension resulting in pension not being authorised on the last working day of retirement of the Govt. servant, should be reported by the Head of office to the next higher authority who would watch the settlement of delayed cases. In respect of delayed payment of gratuity wherever it results in payment of penal interest at the rate applicable to GPF deposits under Rule-68 of CCS (Pension) Rules, 1972, secretary of the administrative Ministry or Department would initiate action to fix responsiblity at all levels to recover the amount from the concerned dealing official, supervisor and Head of Office in proportion to their salary by following the prescribed procedure for the purpose and should be strictly enforced".

Department called EOI to create Post Bank of India

Dear Comrades,
Postal department invited Expression of Interest from the Bidders to submit detailed Project report to Create Post Bank Of India. The last date for submitting the applications are 24/05/2012 and the bids will be opened on 25/05/2012. In the tender document it is clearly mentioned the objectives for setting up the Post Bank Of India are as follows:


(i) provide banking which means the accepting, for  the purpose of lending or
investment, of deposit of money from the public, repayable on demand or otherwise,
and withdrawal by Cheque, draft, order or otherwise. PBI will be engaged in various
types of banking as mentioned in Section 6 of the Banking Regulation Act, 1949.
(ii)  provide banking services with special focus  on  rural areas.
(iii)  provide means of additional revenue generation for the DoP .
(iv)  ride on the Core Banking Solution which is proposed to be provided in all the post
offices.
(v)  provide a platform for financial inclusion.
 (vi) provide higher order value added services to over 250 Million existing Post Office
Savings Bank account holders.
