Discussion on the working of the MOC&IT reply given by Sri A.Raja in Rajyasabha on 27/07/09

In reply to discussions in rajyasabha on 27/07/09 Minister for Communications and IT Sri A.Raja expressed Ministry's vision in respect of Postal Department.I am reproducing his reply from rajyasabha website.
INFORMATION TECHNOLOGY (SHRI A. RAJA), replying todiscussion, said : As the hon’ble Members are aware, the Department of Posts is the largest postal network in the world which provides postal facilities within the reach of every citizen in the country at affordable prices.
These include delivery of letters, e-mail, small savings, money remittances,provisions of life insurance and other core functions.Second to the Railways, the Postal Department is one of the biggest Department in the world having huge infrastructure. It is quite natural that in a competitive world to withstand in a competitive environment something afresh must be done. By anticipating new developments in the sector, the government is well aware that the Postal Department cannot be exclusively used by the commercial department.Through the non-Plan expenditure, every year, more than Rs.1000 crores is being compensated by the Government of India. We wanted to switch over the business to some other areas; so that revenue can be accrued for this Department. We will operated the savings account. Out of which, some percentage can be given as commission. We are not going to privatize the Postal Department. How the loss incurred by the Department can be managed is the point. 9684 post offices have already been computerized till March 2009. We launched Project AERO. Last year, we modernized 500 post offices across the country. This year, we have earmarked another 500 offices.We are going to start 3000 post offices across the country.Only 5 per cent of the vacancies can be filled up according to the Department of Personnel and Training. Without prior approval, I do hope that the exemption will be obtained from the Ministry of Finance. We will ensure that the 5 per cent that has been earmarked on compassionate ground will be
strictly followed, modified Assured Career Progression (ACP) scheme, as recommended by the Sixth Pay Commission, is also under implementation. One man committee recommended some incentives for the reasons working in the extra departmental post offices. I hope, the Finance Ministry will clear this proposal.Because of the financial crunch we are not able to open post offices wherever the people need them. In the Eleventh Five Year Plan, 3000 post
offices will be, definitely, opened. These matters of rate of interest and commission are governed by the Ministry of Finance. We launched the 'Project Arrow'; we computerized the ten thousand post offices. I come to the Department of I.T. The National E-governance Programme has been
announced by the Prime Minister. One lakh Common Service Centres are going to be opened. We want that within a couple of years, up to the taluka level, the paperless Government must be ensured. The needs of the people will be put in the Common Service Centres. It will be connected with the block level, the State level and the district level."

Guide lines to prevention of sexual harassment of working women at work Place-CCS(Conduct) Rules,1964

DOPT issued fresh guide lines regarding prevention of sexual harassment of working women at work place, in its order No.11013/3/2009-Estt.(A) dtd 21/07/2009.In its order it is clearly defined the word "Sexualy harassment",it includes such unwelcome sexually determined behaviour, whether directly of otherwise, as
1.Physical contact and advances,
2.Demand or request for sexual favours,
3.sexually coloured remarks
4.Showing any pornography, or
5.any other unwelcome physical,verbal, or non-verbal conduct of a sexual nature
DOPT directed all the Ministries/Departments to set up an appropriate complaint mechanism.Such complaint mechanism should ensure time bound treatment of complaints.

Enhancement of Child Adoption Leave from 135 days to 180 days

Dear Comrades,
DOPT in its order No.13018/1/2009-Estt.(L) dated 22/07/09 enhanced child adoption leave from 135 days to 180 days in supersession of its order No.13018/4/2004-Estt.(L) dtd 31/03/2006.It has also been decided that a male Government servant (including an apprentice) with less than two surviving children, on valid adoption of a child below the age of one year, may be sanctioned paternity leave for a period of 15 days with in a period of six months from the date of valid adoption.These orders shall take effect from the date of issue.For full text of the order copy Please click the below link .

GDS file cleared by the Finance Ministry

Dear Comrades,
GDS File was cleared by the Finance ministry as intimated by General Secretary(GDS) Sri S.S.Mahadevaiah.Now Department of Post will prepare a cabinet note and it will be scrutinised by the Cabinet Secretary, then it will go for Cabinet approval in their next cabinet meeting.It will take 15 to 30 days approximately.Let us hope for the best.

Revision of pension of pre-2006 pensioners/family pensioners according to 6th CPC

Dear Comrades,
The matter regarding the methodology to be adopted for payment of additional pension to old pensioners/family pensioners in cases where the date of birth is not available in the PPO as well as in the office records of CPAO/Pay accounts office had been under consideration in consultation with the Controller General of Accounts and the Ministry of Finance.It has now been decide that in case the exact date of birth is not available either in the PPO or in the office record, the additional pension/family pension shall be paid from the 1st January of the year following the year in which the pensioner/family pensioner has completed the age of 80 years,85 years,etc. based on PPO/office records. Payment of Dearness relief to re-employed pensioners and employed Family pensioners

Dear Comrdes,
Consequent upon the revision in ignorable amount of pension from Rs.1500/- to Rs.4000/-in terms of DOPT OM No.3/13/2008-Estt.(Pay-I) dtd 11/11/2008, the amount of Rs.1500/- appeared in OM dtd 02/07/1999 is revised as Rs.4000/-.The other conditions for grant of DR to re-employed pensioner/family pensioner remain the same.For full text of the order copy please click the below link

Benefit of reservation to persons with disability who acquire disability after entering in to Govt.Service

DOPT in its order No.36035/3/2009-Estt.(Res.) dtd 10/06/2009 it is clarified that the OM dated 29/12/2005 doesnot make any distinction between persons acquiring disability before or after entering in to service.An employee who acquirs disability after entering in to service will be entitled to get the benifit of reservation as a person with disability as provided in the instructions contained in the OM dtd.29/12/2005 from the date he produces a valid certificate of disability. Now Ministry of Health and Family Welfare in its order No.S.11011/4/2003 CGHS-P dtd 19/02/2009 it is clarified that Government servants covered under CGHS and CSMA Rules 1944, can claim their medical expenses from two sources-From Insurance agencies and from the CGHS or from the Ministry/Department.First you have to claim from insurance agency and then you have to apply for CGHS or Ministry/Department. DOPT Issued a good order regarding representation of Women membership on the various committees/Boards concerned with selection to Group C&D Posts

The working group of National Committee on the international Women's Year at its second meeting held during August 1975 made the following recommendations
"The various bodies which are concerned with the selection of candidates are generally composed of men.There are instances to show that there is discrimination against women which is a part of the prevailing social attitude. The removal of such attitude will take some time.Mean while, however, it seems necessary that women members should be appointed to the various bodies concerned with selection" on this the Government issued an order dtd 17/12/197 , in that order department issued instructions to various ministries/department to ensure that there should be no discrimination against women on ground of sex.Now the department issued a fresh order No.35021/2/2009 dtd 30/06/09 and ordered to all appointing authorities of all ministries/departments may be instructed to scrupulously observe the following guide lines
1.The composition of selection committees should be representatve.It should be mandatory to have one women member in the selection Boards/Committees fo making recruitment to ten or more vacancies and lady candidates are expected to be available for the service/post.
2.Where the number of vacancies against which selection is to be made is
less than 10, no efforts should be spared in, finding a lady officer for
inclusion in such Committees / Boards
3.In the event of such an officer not being available in the Ministry /
Department itself, there is no objection to nominating lady officer from
any other office at the same station.
