Meeting dated 17.04.2014 held at 10:00AM.

The
109th R.J.C.M. meeting was held on 17.04.2014 at 10:00 AM in the
Conference Hall of Dak Sadan, A. P. Circle, Hyderabad. Chief PMG chaired the
meeting.
As
the outset, Chief PMG expressed with immense pleasure that is his privilege and
responsibility to place on record appreciation and thanks for the excellent
cooperation and phenomenal support from the Staff Side in mobilizing the
accounts due to which, it has become possible for the A.P. Circle in achieving
72,00,000 R.D accounts and garner revenue to the tune of `
126 crores.

Item No. 1-01/2014:
Recruitment
of MTS (Open Competition):
DA (P) office has requested
the Circle Office to select 16 candidates for the posts of MTS in the DA (P)
office along with Circle Office requirement while making the recruitment.
Decision:
The
MTS vacancies of DA (P) were notified in the open notification issued on
06.03.2014 for MTS Selection in Administrative / Sub ordinate offices.

Item No. 2-01/2014:
Accommodation
of O/o DA (P), Hyderabad.
Decision:
Construction of O/o DA (P)
identified under 12th five year plan projects. SOA submitted to The
Directorate and approval of SOA is awaited. Plan funds are also awaited from
the Directorate.
Buildings Section of Circle
Office is requested to supply a copy of the said letter to Secretary, Staff
Side, RJCM.

Staff Side - Old Items:
Item No. 2-08/2012:
Irregular
Audit objection raised by the P&T Audit for recovery of Incentive paid for
NREGS work at Wanaparthy Division.
P&T Audit has made
an objection while auditing at Wanaparthy Division for recovery of excess
payment of NREGS Incentive from the two officials.
As per PMG (BD), AP Circle orders there is no
ceiling for grant incentive for doing NREGS Work. PMG is requested for issue of
orders to SPOs Wanaparthy not to recover the incentive from the official.
Decision:
Recovery will be
temporarily stopped subject to final decision of the P & T Audit office on
the subject, which is awaited. DA (P) will pursue the matter with P & T
Audit office.
Item No. 1-05/2013:
Re-opening
of Canteen at Dak Sadan, O/o CPMG, Hyderabad.
It has been bought to the notice of that
the canteen facility is withdrawn by closing of the then canteen. It is also
enquired through our source that the AD (Welfare), Circle Office has ordered to
close the canteen by renaming it as a Lunch Room, which will function from
1:00PM to 2:00 PM only. In this connection, this union fells that the
curtailment of Welfare activity provided by the Department from 22.08.1988
(After opening of the New Circle Office premises) is not justifiable.
Decision:
The DA (P), Hyderabad has been
requested vide Circle Office letter No. WLF / Canteen / Tenders / 2011 /Vol-2
dated 20.03.2014 for fixing up of suitable date in new financial year to
discuss the issue in detail for relocation of DA (P) Canteen at Dak Sadan
premises.
A committee is ordered to be formed
consisting of DA (P), APMG (FS & BD) & AD (Mails) which will ensure
that the canteen is inaugurated with effect from 01.05.2014 in any case.
Item No. 2-05/2013:
Non supply
of uniforms to Post Men, MTS and Group – ’D’ Staff in the Andhra Pradesh
Circle.
Decision:
The SP, PSD, Hyderabad reported
that since no funds were allotted for the financial year 2013-14, procurement
of uniform could not be taken up. In this regard SP, PSD proposed to take up
the matter with Directorate for allotment of funds to the tune of ` 1.5 Crores for
procurement of uniforms to A.P. Circle. The Khaki Uniform tender valid period
is up to June-2015 and white uniform render valid period is up to August –
2015.
Item No. 3-08/2013:
Irregular redeployment of two Postal
assistants posts from Secunderabad HO to Trimulgherry HO without proper review
of establishments.
SSPOs, Secunderabad Division had
redeployed two PA posts from Secunderabad HO to Trimulgherry HO without proper
review of establishment and also without approval of competent authority i.e.,
Circle IFA.
Decision:
As
per the report received from SSP, Secunderabad Division on workload of the EPPC
Bowenaplly (Trimulgherry HO) that attachment of 2 PAs to EPPC Bowenaplly was
found justified.
As
per the PR report of Secunderabad HO, it is found that the surplus PA posts and
as per the PR of Trimulgherry HO, there is justification for augmentation of PA
posts at Trimulgherry HO. Hence, as per the orders of the CPMG, the SSP
Secunderabad Division was directed to submit redeployment proposals
immediately.
Item No. 4-08/2013:
Immediate filling up of Superintendent,
Postal Stores Depot, Hyderabad.
Hyderabad PSD is a PSD which supply
of all stationery to two Regions Hyderabad City Region and supply of uniforms
and also supply of chappals, umbrellas. Presently it is manned by additional
charge. Expedite immediate action for filling up post of SP, PSD.
Decision:
Chief Postmaster, Hyderabad GPO has
been given the additional charge of SP, PSD. It is to further intimate that
willingness have been called for from all the senior ASPs for filing the adhoc
vacancies in PS Group-B cadre along with the post of SP, PSD on adhoc basis. It
is under process.
Item No. 9-08/2013:
Grant
of 20% HRA to Nellore City treating as ‘Y’ Class city.
Presently
Nellore city is getting 10% HRA only. In recent population census, the
population of Nellore City has exceeded five lakhs and now reached 5,64,148 and
needs to be reclassified as ‘Y’ class city with 20% HRA as per the CPC
recommendations.
Decision:
A proposal in this regard already been
sent by PMG, Vijayawada to Directorate. A copy of the same will be provided to
the members of Staff Side, RJCM by RO, Vijayawada.

Item No. 10-08/2013:
Kind attention to be given
to the pitiable plight of the residence of the Chikkadapally and Uppal Postal
Staff Quarters, Hyderabad. The residence of these colonies anxiously awaiting
for years together to mitigate their predicament which is not fully cared for
by the local civil wing, urgent action needed. During the year 2011-12 A.P.
Circle has surrendered lakhs of rupees to the Directorate.
Proper
maintenance of staff quarters at Chikkadapally, and Uppal Hyderabad. It has
brought to the notice of this union that the staff quarters are not being
properly maintained either civil/electrical problems. The quarters are not
having proper way to the quarters like E-1 to E-8 and C-17 to C-24. The
quarters are in a dilapidated condition due to non-maintenance of internal
painting and white washing. The quarters have not been maintained for the
years. The bushes cleaning is also not taking place, due to this the inmates of
the residence are facing a lot of problems. The backside of the E-Block and D-
Block quarters of Chikkadapally is not having a proper approach road and not
even having proper lighting facilities. The M-Block quarters are also not being
properly maintained and the big trees have been grown beside the M-41 Block.
There is also a bore water problem during the summer season. A separate
pipeline has to be given to the E-Block.
Decision:
Priority is given to Postal Staff
Quarters on repairs and maintenance for this financial year 2014-15.
It has been brought to the notice
of Chairman that a big tree has fallen down on the compound wall and quarters
as well, in Uppal Staff quarters, which will be got removed by Circle Office
immediately.
Item No. 11-08/2013:
Stop
Decentralization of PLI/RPLI work. Ensure uniform implementation of
Directorates Orders regarding retention of PLI/RPLI work of Divisions situated
at CO/RO Head Quarters at CO/RO itself. The recent orders on Indian Postal
Policy 2012, the work relating to PLI Section of CO are Decentralizing without
modification of Indian Post Office Insurance Rules 2010. As per the above
rules, the Rs. 5 Lakhs and above policies records and claims to be settled at
CO. The present arrangement in the circle may continued till the modification
in Post Office Insurance Rules 2010 and honour the minutes of the meeting taken
by the Secretary Posts, Postal Services Board with the Postal Joint Council of
Action on 10.01.2012 and Directorate letter No. 8/15/2011-SR dated 16.01.2012.
Decision:
No further decentralization of PLI /
RPLI work is in progress and that issue is not confined to A.P. Circle alone,
but it is a policy matter to be decided by PLI Directorate. Therefore, it is
requested to take up the matter with PLI Directorate.
With regard to the request not to
utilize the operative staff for PLI / RPLI work, the recruitment of PAs / SAs
and PA (CO) is in progress and the problem will be solved shortly.
Item No. 1-01/2014:
Up gradation of Podili Norm
Based LSG SO to HO by down grading Kanigiri. HO:
Kanigiri town is situated at 90
km from divisional head quarter i.e. from Ongole. And 30 km away from state
highway connecting Ongole and Kurnool. It is popularly known as fluoride
affected area. It will take 3 hours to travel from Ongole to Kanigiri and it
will be a problem to get bus facility back to Ongole or other popular villages
after 07.00 PM. For medical / educational facility staff has to depend upon
Ongole. Due to this staff are un
willing to work at Kanigiri.HO. Because of this work at Kanigiri HO is lagging beyond
repair. Posting of a regular Postmaster, Accountant even a sub divisional head
become a problem. Even posting adequate PA cadre officials is also a problem.
Areas like accounts, SB (NREGS), SBCO are most affected. This can be avoided by at least relocating
the HO to nearby place like Podili which is comfortably placed at 50 km from
Ongole and is on state high way. Staff can stay there keeping themselves at an
hour distance from Ongole where they can depend for better medical &
educational facilities. This will reduce the staff transfer problems and
requisite staff can be posted for bringing the HO administration into main
stream.
Connectivity is
also most convenient in case of Podili compared to Kanigiri. Table of
comparative distances is given below along with attached map. Podili is
centrally located for 10 Sos out of 18 Sos under Kanigiri.

Decision:
A Committee consisting of PMG,
Vijayawada and staff representatives including Divisional Secretaries will be
formed to study the issue and on completion of their study, PMG, Vijayawada
will submit his report to Circle Office.
Item No. 2-01/2014:
Replacement
of old computer systems with new computers in C.O. The year old computers are not connecting the
up-to-date software programmes developed by the PTC Mysore. At present, in some
sections the computer systems are not having new software and LAN Connections.
As per the Directorate guidelines, the systems which were completed the condemnation
period should be replaced for soft functioning of the office work.
Decision:
Keeping in view of availability of funds, purchase order for procurement
of 12 Systems and 7 Printers has been placed under DGS&D RC and supply to
sections in CO will be considered on receipt of the Systems and Printers.

Item No. 4-01/2014:
Security
Arrangements in Postal Staff Quarters in Hyderabad City. The Postal Quarters
located in the Hyderabad and Secunderabad, there is no security arrangements
for the government property and resident’s property in the Government
Maintained Staff Quarters. The complaints received from the residents of Postal
Staff Quarters Chikkadpally and Uppal regarding thefts of small and big items.
The Postal Staff Quarters are provided with 2 or 3 gates to enter to the
quarters. As the outsiders entering into the staff quarters and they are nauthorized
roaming in the colonies and wherever feasibility, they are not afraid to theft
any items left in the premises while they went to their native places. All
other cities where the 100 and above quarters is provided with security. It is
requested to provide security guards to safeguard the government property as
well as residents. They will identify the residents and restrict the outsiders
to enter into the premises of government quarters.
Decision:
Assistant Director (Bldgs), Circle
Office reported that there is no provision for providing Security Personnel to
the staff quarters and also reported that one or two Goorkhas can be arranged
by the residents of the quarters and the Goorkhas may be permitted to collect
themselves amount from the residents towards the salary of Goorkhas.
Staff side expressed a view that P & T Community Hall, Chikkadapally
is under the administrative jurisdiction of Circle Office and as such, security
personnel can be provided there, which is acceded to. As regards staff quarters, there is no
provision for providing security personnel and therefore, not acceded to.
Item No. 5-01/2014:
Provision of lift
at RO Vishakhapatnam. The RO Vishakhapatnam is constructed with G+3 floors. As
per the layout of sections is from 1st floor to 3rd floor
is identified for functioning of Regional Office. The staffs who are aged are
facing much difficulty to climb the steps and some of the staffs are having
knee pains. It is very need of lift provision in the newly constructed Regional
Office Vishakhapatnam. Previously, this item was examined by the competent
authority, but there is no progress in the provision of lift. As per the plan
of the building, there is a need of capsule lift from outside the building.
There is no provision was given inside the building to construct the lift. It
is requested to examine once again and provide lift to the RO Vishakhapatnam.
Decision:
Directorate has given reply that this
work is not included in the 12th Five year plan. Hence not approved
by the Directorate vide letter No. 53-02/2014-BP-II dated 10.02.2014, the same
has been communicated to RO, Visakhapatnam vide CO letter No. Bldgs / Genl /
Bdgt / 2013-14 dated 06.03.2014.
Directorate will be addressed by
D.O. from CPMG highlighting its necessity.
Item No. 6-01/2014:
Up
gradation of generator of 62.5 KVA Capacity of Dak Sadan building to higher
capacity diesel generator. The present generator is not supporting the power
supply to the entire building and lifts of the building are also not coping up
to the generator power supply. It is also requested to provide high capacity
UPS connectivity to each floor. At the time of construction of this building,
the generator was installed. At that time, there was no UPS system connectivity
and the Air conditioners were also not connected. The present work of style has
changed from manually to computerize. It is very much need of power supply
whenever the electricity breakdown is occurred. During the summer, the power
cuts are affecting the work of Circle Office including RO Hyderabad and DA (P).
The staff is also suffering due to non-connectivity of generator to the lifts.
It is requested to provide high capacity diesel generator to the Dak Sadan
Building.
Decision:
A report on required estimate is
awaited from Electrical Wing.
Item No. 8-01/2014:
revision of FSC &
AFSC, since the present rates are insufficient. Rates of fsc & afsc have to be enhanced.
Decision:
A
Letter was addressed to Directorate vide letter No. dated Est/1-12/2001 dated
18.11.2013 to examine the issue as the power to revise is vested with
Directorate only. Reminder letters also issued on 06.12.2013, 23.12.2013.
In reply Directorate proposed to
revise FSC and addressed all Circles to furnish proposed rates along with the
views of Circle IFA and recommendations of the Circle. Reports with proposed
rates are received from all concerned and the file is under submission to
CIFA/CPMG for views and recommendations.
The remarks of CIFA were
communicated to the Units concerned for further report. Reports from units are
awaited.
Item No. 9-01/2014:
provision of
cash vans to every HO:
Presently most of divisions are marked for payment
of social security pensions / wages beside NREGS wages through BOs /SOs. For
this adequate cash flow is needed. Security aspect not to be forgotten. Heavy
cash is to be conveyed from HOs / cash offices to SOs/BOs. For the purpose a
speedy and secured means of transportation is required.
Decision:
Orders were issued in connection with
formation of committee headed by PMG, Visakhapatnam to study all issues
regarding provision of cash vans to all HOs vide memo dated 27.02.2014 and
Directorate was also addressed with a proposal on provision of strong rooms for
keeping cash like banks.

Decision:
The MACP cases of RMS ‘V’ Division have
been settled as per the report of PMG, Visakhapatnam.
The DPC held on January-2014 on
MACP has not recommended the case of Sri K Eswaramallu, RMS ‘TP’ Division as he
is having Average Benchmark for the year from 2006-07 to 2009-10.
It was felt benchmark is not
applicable for non selection posts. Staff Section will re-examine the case and
issue suitable instructions based on DOP&T OM dated 04.10.2012 communicated
through DG Letter No. 4-4/2008-PCC dated 22.11.2012.
Item No. 11-01/2014:
provision of wax heaters
and stationary to all mail offices in Andhra Pradesh circle and Diesel Operated
Generators to Srikakulam Road and Eluru rms.
Decision:
SP, PSD, Hyderabad reported that
there is no stock of Electrical Wax Heaters. He will be instructed to float
tender for wax heaters, B.B.Pads, Rubber pads and Scissors immediately.
Consolidated requirement of
Procurement of Gensets in A.P. Circle has submitted to the Directorate for
releasing of Plan funds under plan head. Plan funds are awaited from the Directorate.
Item No. 12-01/2014:
Provision of UV water purifier for
drinking purpose to rjcm office
at b 1 p&t quarters
Chikkadpally Hyderabad
Decision:
Water purifier cum
cooler for RJCM Office is approved but it will be purchased and arranged in RJCM
Office after approval of quotations.

Decision:
The position in respect of each
office is given below. No space constraint will be agreed to for provision of
PRS facility.
Amalapuram HO and Rajam PO have been
approved by both DoP and Railways and instructions have been issued to RO,
Visakhapatnam for commencement of PRS counter at these POs in consultation with
local Railways.
Trimulgherry HO, Srikalahasti HO,
Paderu, Narsipatnam, Ramachandrapuram, Sompeta, Chittor and Madanapalli HO have
been approved by Directorate for opening of PRS counter, but approval /
sanction is awaited from Railways.
Visakhapatnam Region in respect of
Chintapalli PO and Vijayawada Region in respect of I.E. Eluru PO addressed to Directorate
for opening of PRS Counter, but approval is awaited.
SSPOs, Hyderabad City Division has
requested to cancel the approval for opening of PRS counter at Banjarahills PO
due to constraint of space which is not
agreed to by the RJCM.
SSPOs Secunderabad Division intimated
that Musheerabad NDSO is ‘B’ class office and is very nearby to Musheerabad DSO
at which PRS is available.
For providing PRS facility at Hyderabad
GPO have been approved by DoP but Railway Board approval is awaited.
SSPOs, Hyderabad City Division
intimated that Putlibowli PO is functioning in area of 847 Stf. as against SOA
of 1391 Sft. Further SBI ‘B’ Class SO is also functioning in the same area.
Hence, there is no possibility to open PRS counter at Pultibowli.
Vizianagaram HO may also be provided
PRS facility.
Item No. 16-01/2014:
Taking into workload instead of incentive in respect of
payment of SSP and NREGS.
Before fixing the incentive the
unions were kept in darkness as no consultation was there and the fixation of
incentive is found to be defective. Orders are already in existence for
fixation of time factor at the rate of one point for 10 SSP payments. The
decision may taken to fix the time factors for the BPM’s instead of incentive.
Decision:
Proposal for grant of honorarium for opening of Accounts during special
drive was submitted to CIFA for concurrence.
Item No. 19-01/2014:
Maintenance of P&T dispensaries
Brief:- In respect of Visakhapatnam
the In-charge Medical Officer is self styled where ever she is posted and there
are several complaints in past also. The
P&T dispensaries are not procuring the specified quality of medicines
prescribed by CGHS and recognized hospitals. We request necessary action.
Decision:
The Chief Postmaster General has
already given counseling to the Chief Medical Officer.

Item No. 22-01/2014:
Identification of Guntakal RMS as L1 and extension of
AG-31 section up to Vijayawada.
Consequent on introduction of L1 in
the revised orders by the Directorate we request identification of Guntakal RMS
as L1 and extension of AG31 section up to Vijayawada.
Decision:
Guntakal:
The matter was taken up with
Directorate vide Circle Office letters No. Mails/MNOP 1st class/II
dated 30.09.2013, 06.11.2013, 10.03.2014. The issue is pending with
Directorate.
Extension
of AG-31 Section:
The issue of extension
of AG-31 section up to Vijayawada, the issue is under examination along with
another proposal of merger of AG-26 with Z-31 Section.
STAFF Side – NEW Items
Staff Side - New Items:
Item No. 1-04/2014:
Grant
of OTA for full working hours for Group-D / MTS Chowkidars drafted for duty on
Sundays and holidays.
As per the DG
posts letter No. 10-7/87-PE-II dated 04.10.1991 when Group-D / MTS Chowkidars drafted for duty on Sundays
and holidays for 12 hours (from 06:00 PM to 06:00 AM) OTA could be granted for
full 12 hours when compensatory off could not be granted.
Decision:
Directorate orders on
the subject will be reiterated to all the Regions/HCR units and a copy of which
will be marked to staff side members of RJCM / Union representatives also.
Item No. 2-04/2014:
Recently orders
were issued by Directorate redistributing work between L-1, L-2 offices and
changing the pattern of closing bags between offices. Earlier while
concentrating work at L-1 offices some posts were diverted from L-2 offices.
But now after latest orders stated above work load was increased in L-2 offices
and there is some decrease in L-1 offices. After the orders posts are to be
readjusted between these offices after assessing the work load properly.
In this connection it is suggested
that fresh special statistics may be collected in each office and according to
that statistics posts may be redistributed between mail offices which will
solve the problem of staff shortage some extent and increase efficiency. It is
requested that this process may be completed by 30.04.2014.
Decision:
Reports from ROs have been called
for and action will be taken on receipt of statistical reports from ROs.
Vijayawada
Region:

09.04.2014, 10.04.2014.

Item No. 3-04/2014:
Provision
of extra accommodation for mail carrying section for Z-27, Z-12, Z-26 and Z-31.
Accommodation provided for mail
carrying sections was not sufficient. At present the entire space is occupied
by the mails and no room is available even for the staff to prepare mail lists
in the sections mentioned above.
Decision:
For
Extra Accommodation in Z-27:
A letter addressed to S.C Railway
vide Circle Office letter No. Mails/47-10/EA/2013 dated 24.01.2014 for
provision of extra accommodation of 20 seats on regular basis in addition to
already provided accommodation in the section Z-27. But there is no response
from Railway authorities. This will be pursued further.
For
Z-12:
SRM ‘Z’ Division intimated that
there is no justification for additional accommodation.
For
Z-26:
It is to intimate that the
present accommodation of 40 seats is sufficient, if fully occuoied by the staff
of RMS at Mumbai CST Railway Station.
For
Z-31:
Generally Railway authorities are
not providing extra accommodation. Hence, in examination season, they are
providing accommodation in Kacheguda-Yeswanthpur Express. However, this will be
pursued with Railway authorities.
However,
in principal it was agreed to hire additional accommodation in all sections
mentioned above. Mails Section of Circle Office may initiate immediate
necessary action.
Item No. 4-04/2014:
The
staff on deputation from HRO Vijayawada to SRO Eluru are continuing for years
together should be brought to their parent unit immediately.
At the time of identifying intra
circle speed post hub at Elure RMS, some of the officials were sent on
deputation from Vijayawada to Eluru. Even after lapse of 2 years they were not
brought back to their parent unit i.e. HRO Vijayawada. Hence it is requested to
bring the officials back to their parent unit by cancelling the deputation.
Decision:
Re-allotment of
4 SA posts from RMS ‘Y’ Division (Vijayawada RO) to RMS ‘V’ Division
(Visakhapatnam RO) and after re-allotment of posts 3 SAs working in Eluru RMS
(Visakhapatnam RO) be relieved to Vijayawada Region.
Item No. 5-04/2014:
Non-payment
of incentive to the PLI Development Officers:
The Development officers who are
working in the Circle from 2008-2013 up to Nov-2013, the incentive for their
over and above 9 Crores business are not paid. As per the Directorate letter
No. 25-4/2002-LI dated 25.02.2011 as per para 2 are not implementing in the
Circle for more than four years. As per the instructions contained in the D.G
Letter No. 35-15/78-LI (PO) dated 7.1.2008 on payment of 90% of incentive on
the sum assured procured by the PLI Development officers are also not
implementing in the Circle. As per the instructions contained in the computer
generated calculation sheet the column of effective business may be removed and
the DO PLI procured business with advanced premium business may be taken into
account and after free business of DOPLI’s incentive may be paid without
further delay.
Directorate’s orders on sum assured
rate of incentive 25 per ten thousand of sum assured above 9 crores upto 11
crores may be paid for the year 2008 to 2013. This union also requested to
cause to issue necessary instructions to all concerned to calculate sum assured
business of each the DO PLI of A.P. Circle and implement the D.G orders in
letter No. 25-4/2002-LI dated 25.05.2011 and DG instructions in letter No.
35-15/78-LI (PO) dated 07.01.2008.
Decision:
It is to
intimate that incentive to all the sales force of PLI including DOs (PLI) is
paid taking into account the system generated effective business. As the
calculations in the system are as per the software adopted by PLI Directorate,
no changes in the software can be made by the Circles. Therefore, it is
requested to take up the matter with PLI Directorate.
It was decided to request PLI Directorate to delete the column of
effective business / incentive to get the correct picture of business procured
by DOs (PLI). DDM (PLI) will take necessary action.
Item No. 6-04/2014:
In the recent past most of the
officials on getting promotion to the norm based LSG / HSG-II / HSG-I,
declining their promotion due to various reasons. Due to declining of promotion
the posts were kept vacant till the consideration of next DPC. As such the
above posts are kept vacant for years together. For example Postmaster,
Vikarabad and (4) PRI (P) posts in Secunderabad Division. Hence staff side
requests the Chairman to make suitable arrangements to fill up the vacant posts
of norm based LSG / HSG-II / HSG-I for effective supervision and to render
quality of service to the public.
Decision:
Instructions
issued to all the Regions / City Units in HCR vide Circle Office letter No.
ST/4-1(P)/2014 dated 04.04.2014 to make necessary arrangements at their level
by utilizing the senior eligible officials for the HSG-II posts without any
extra remuneration until the regular officials are promoted to HSG-II cadre as
many officials declined their promotion and there are no officials in the
reserve panel for present.
(Promotional orders to HSG-II
officials in General line issued vide Circle Office Memo No. ST/5-1(P)/2012
dated 02.05.2013 (14 officials) and ST/5-1(P)/2012 dated 17.07.2013 (39
officials)).
Regarding filling up of HSG-I posts instructions were also issued to all
Regions/ City Units in HCR vide the above said letter to make necessary
arrangements at their level by utilizing the feeder cadre officials for the
HSG-I posts without any extra remuneration until the regular officials are promoted
to HSG-I cadre as there are no other eligible officials for promotion to HSG-I
cadre as on date.
Regarding filling up of PRI (P)
posts in Secunderabad Division, SSPOs was already directed to follow the
prevailing / existing rules to fill up the vacant posts in the Division
locally.
Staff side pointed out at present, DPCs
are being conducted to the extent of vacancies only and requested for
maintaining a panel at the time of conducting the DPCs at the ratio of
1:4.
Staff Section of Circle Office will
examine whether panel can be maintained.
Item No. 7-04/2014:
Provision of centralized A/C to MPCM counters and SB branch at
Secunderabad HO. At present SB branch is provided with 4 A/Cs, which were not
catering its services due to improper maintenance and insufficient capacity.
Hence it is requested to provide centralized A/C to MPCM counters and SB branch
located in the ground floor.
Decision:
The SSPOs, Secunderabad Division reported that
the requirement is projected to Circle Office vide letter No.
J2/Stock/Air-Conditioner for Sec’bad-HO/Dlgs/Hyd-80 dated 05.03.2014.
The AMC holder M/s. M A Agencies who visited Sec’bad-HO and suggested
for additional installation of Air Conditioners at Finance Mart of Sec’bad-HO
vide Memo No.MGA/PMG/AG/Gen/Q/14 dated 11.02.2014.
Action will be initiated in respect
Hyderabad GPO also.
Item No. 8-04/2014:
Circulation of DOPT OM No. 21011 / 1
/ 2005 – Estt (A) (Pt. II) dated 23/07/2009. DOPT vide its order dated
23/07/2009 categorically issued instructions in respect of preparation and
maintenance of APARs. But unfortunately the above orders were not circulated by
the Directorate as well as Circle Office. If the reporting and reviewing authorities
write APARs according to the time schedule mentioned therein, all the MACP, LSG
and HSG DPCs were conducted properly within the time schedule. Hence staff side
is requested the Chairman to initiate suitable action to circulate and
implement the orders cited above in letter and spirit.
Decision:
Directorate
letter No. 28-1/2010-SPG dated 20.01.2010 on the subject of ‘Preparation and
maintenance of PAR for Central Civil Services’ along with the Time schedule was
circulated to all the Regions / City Units in HCR vide Circle Office letter No.
SC/CR/Rulings/2006 dated 27.01.2010 and also the instructions were also
reiterated on 03.04.2014. Instructions of Directorate will be reiterated to
Regions / Units in HCR once again and requested to supply a copy of the same to
the members of Staff Side, RJCM.

Decision:
NIT for AMCs will be finalized and
circulated to all Regions, so that Regions can float NIT at their end.
Item No. 12-04/2014:
. Shortage of all stationary items /
forms and computer stationary at PSD, Hyderabad.
Decision:
The SP, PSD,
Hyderabad reported that sufficient quantity of forms and stationery such as
Standardized Uniform Pass Books, SB-28 D, SB-103, SB 5 Pass books, Barcode
Stickers and Bag Labels of Registration / Speed Post / Parcel, Bulk Booking
Journals, Integrated Receipt Books, MPCM Stickers, A4 Size Paper etc., are
procured during the financial year 2013-14. In respect of remaining items
action is being taken to procure the items by refloating the tender from 1/3rd
grant of funds for the quarter ending 30.06.2014.
SP, PSD, Hyderabad will be
addressed by Circle Office to distribute the stock received amongst the other
PSDs uniformly for supply to the needy offices under their jurisdiction.
Besides, to avoid shortage, printing of forms and supply of stationary is being
distributed to PSDs item wise for the Circle for getting competitive price,
even distribution of work, maintenance of them and letter monitoring to
eliminate shortage.
Item No. 13-04/2014:
. Appointment under relaxation of rules.
It is
learnt that process of compassionate appointments in the AP Circle for the post
of Posts of PA/Postman/Mail Guard/MTS has not been completed so far, even after
identifying the posts. The reason for the above, it is learnt that the
authorities are insisting for the fulfillment of required educational
qualification with the prescribed percentage of marks as in the recruitment
rules of PA/Postman/Mail Guard/MTS.
Though
the applicants have fulfilled the parameters prescribed by the Directorate for
compassionate appointments, department is insisting the applicants to opt for
the lower post in the name of above 60% marks in 12th class and 10th class. Because of this, the applicants who
have the intermediate qualification are forced to take the lower cadre post of
Postman/MTS instead of PA/SA.
The spirit of compassionate
appointment is essentially in relaxation of recruitment rules. Hence, insisting
part 60% of marks in 12th and 10th class is against the
natural justice. It is requested the chairman to relax the recruitment rules by
not insisting the percentage of marks issue appointment orders to the
applicants who are selected on the basis of parameters prescribed for the appointment under
relaxation of recruitment rules.
Decision:
The DR vacancies
of 2011 & 2012 were filled up based on the PA SA Recruitment Rules of 2011
notified vide Gazette Notification letter No. 37-47/2010- SPB-I dated
18.11.2011. As the 5% of the vacancies identified for compassionate appointment
forms part of the same, the relevant recruitment rules i.e. PA SA Recruitment
Rules 2011 are to be applied.

AP Open School Society Certificate.
The educational courses conducted by the AP
Open School Society are recognized by the Counsel of Boards of School Education
in India (COBSE) which is responsible for verifying genuineness/recognition of
school education boards in India. The SSC certificates issued by the Govt. of
AP for those who have studied in the AP Open School Society should be accepted
for employment (order copy enclosed). Hence, it is requested to accept such
educational certificates for compassionate appointments in the cadre of MTS.
Decision:
The instructions contained in DOPT letter No. 14021/1/2012-Estt.D dated
06.03.2013 will be kept in view while considering the cases of family members
of the deceased officials for compassionate appointment to the cadre of MTS.
