Youth Convention and Circle council Meetings

As you are aware that it is proposed to hold Youth Convention on 04/08/2013 and Circle Council meeting  from 05/08/2013 to 06/08/2013 at sundarayya Vignana Kendram, Bagh lingampally, Hyderabad. It has been decided to collect delegate fee of Rs.100/- for one day youth convention and Rs.200/- for two days circle Council meeting. Those who want to attend circle council meeting including youth convention have to pay delegate fee of Rs.300/- for three days. It is requested to please inform the number of delegates to circle union immediately so as to enable us to make necessary arrangements.

The first meeting of the National Secretariat of the Confederation was held at New Delhi on 22.07.2013. Com. K. K. N. Kutty, National President, presided. The following office bearers were present:

Before Commencement the meeting paid homage to Late Com. Samar Mukherjee, Ex-MP and Veteran Parliamentarian by observing two minutes silence.
Com. S. K. Vyas, Advisor, in his opening remarks, explained the background of events which led to the formation of a Joint Council of Action of Railway (AIRF) Defence (AIDEF) and Confederation and also pointed out its weaknesses and limitations. He stressed the need to further strengthen the unity. He opined that on the 15 point charter of demands, Confederation must conduct its own independent campaign and agitational programmes. If the Railway and defence Federations come forward for serious agitational programmes including indefinite strike we must join such campaign and strike action.
Com. K. Raghavendran, Ex-Working President, Confederation also addressed the meeting. Thereafter discussion on all agenda items took place.
The following are the main highlights and decision of the National Secretariat meeting.
!Review of 24th National Conference held at Kolkata from 4th to 6th May 2013
Com. M. Krishnan, Secretary General made a brief presentation of the Conference proceedings, which was approved by the house after discussion.
15 Pointes charter of demands and future course of action.
The meeting decided to organize independent campaign and agitational programmes culminating in indefinite strike. The specific decisions were:
i) To organize state level joint strike conventions of C-o-C with the participation of all affiliated unions/Associations/Federations during the month of August 2013. Whereever the C-O-C functioning is not satisfactory or has no participation of district units, efforts must be taken to revamp the committee.
ii) To organize mass Relay dharna at different places in all important stations during the first week of September 2013 (from 02.09.2013 to 07.09.2013).
iii)To conduct nationwide strike ballot during the last week of September 2013 (On 25, 26 and 27th September) Model of the ballot will be sent later.
iv)To convene the Central Working Committee/Central Executive committee meetings of all affiliated unions/Associations/Federations before the 1st week of October 2013. All India Office Bearers of the Confederation may be invited to attend the meeting.
Joint programme of AIRF, AIDEF and Confederation:
It was decided to make all out effort to further strengthen the Joint council of action (JCA) and also to launch serious agitational programmes culminating in indefinite strike before December 2013.
Formation of State Committees and District Committees
It was decided to reorganize the COCs which are defunct or not functioning satisfactorily. This is to be done when the state level strike campaign conventions are organized. Participation of representatives of all affiliates should be ensured in the conventions.
Conducting of All India Mahila Convention of the Confederation.
It was decided to conduct two day’s All India Mahila Convention at New Delhi in the 3rd week of October 2013. C-O-C Delhi has agreed to host the Mahila Convention. Delegate fee shall be Rs.600/- per delegate. Participation of maximum number of Lady comrades from all states/affiliates should be ensured.
Organising Trade Union Education Camp:
It was decided to hold the Trade Union Education Camp at Mumbai in November/December 2013. Number of participants shall be 150 (maximum). Delegate fee Rs. 600/- per delegate Postal, ITEF, Audit & Accounts and Atomic Energy delegates accommodation shall be arranged by their respective Federations. C-O-C Mumbai shall function as the Reception committee. Date and Venue will be intimated later.
Publication of journal
Decided to publish a monthly journal. Name of the journal shall be “CONFEDERATION NEWS” (subject to availability at RNI) Editorial Board shall consist of Com. S. K. Vyas (Advisor) Com. K. K. N. Kutty (President) Com. M. S. Raja (Working President) Com. M .Krishnan (Secretary General) com. K. P. Rajagopal (Secretary) and Com. Vrigu Bhattacharjee (Financial Secretary).
Financial Review:
Financial Secretary shall present the actual picture in the next meeting. Meanwhile letters should be sent to all affiliated unions to remit the arrears of quota immediately.
Letter from ITEF and reply
A letter received from Secretary General, ITEF and the reply given, regarding the election of new office bearers of the Confederation was presented in the meeting by the Secretary General, Confederation. It was decided to send an appeal letter to the ITEF requesting them to resolve the issue amicably.
Affiliation to new organizations:
The application for affiliation received from the following two organisations was considered and it is decided to grant affiliation subject to their accepting the terms & conditions for affiliation.
Indian School of Mines Karmachari Sangh, Dhanbad.
Song and Drama Division Employees Associations, New Delhi
National Convention of Central Trade Unions on 6th August 2013.
The available National Secretariat members/leaders at Delhi will attend the convention on 6th.
President, Com. K. K. N. Kutty in his concluding remarks, briefed decisions taken in the meeting. The meeting ended at 5 PM.

GOVERNMENT ALLOTS RS 1,300 CR TO POST BANK


NEW DELHI: The expenditure department has decided to sanction Rs 1,300 crore to the proposed Post Bank of India to meet its capital requirements even as the department of financial services (DFS) - the wing in the finance ministry that deals with state-run banks and their poliiies - chose to stay away from the  issue.
         The proposal's backing by the expenditure finance commission and its subsequent green light by finance minister       P Chidambaram is seen as the official go-ahead by the finance ministry, ignoring the DFS's stance. The DFS position is seen as the first instance of the agency not backing the Post Bank's plan, which officers in the department have privately mocked at
         "They think they can use the postal deposit model for their banking foray. Nothing in their plan seems to be clear. Banking isn't easy," said an officer, who did not wish to be identified. In fact, a strong Post Bank is seen to be the biggest challenge to existing public sector banks, including State Bank of India, which controls 70% of the banking business in the country. SBI, the largest lender, has a little less than 15,000 branches, while there are over 1.5 lakh post offices across the country.

         Although Post Bank does not intend to open a bank branch in each post office, the plan is to use postmen to meet the financial inclusion goal. Secretary (posts) P Gopinath refused to speak to TOI despite several attempts.

According to the plan, Post Bank will have 50 branches in the first year, which will be increased to 150 by the fifth year. The branches will be located in select Head Post Offices in Tier-1-4 centres and select Sub-Post Offices in Tier-5-6 centres.

         To meet RBI norms, the postal department proposes to set up a new entity - Post Bank of India - that will have an independent board and separate operations. Apart from independent directors, the board will have representatives from the finance ministry and the postal department. Separate recruitment has been planned to have specialist bankers.

        While converting the entire postal network would have meant a capital requirement of over Rs 60,000 crore, by setting up a special entity, the fund requirement has been reduced. This, officers said, will also help create a more focused strategy.

2-8/2012: Irregular Audit objection raised by the P&T Audit for recovery of Incentive paid for NREGS work at Wanaparthy Division. P&T Audit has made an objection while auditin at Wanaparthy Division for recovery of excess payment of NREGS Incentive from the two officials.

SSPOs Secunderabad Division had redeployed two PA Posts from SDHO to TMY.HO with
out proper review of establishment and also with out approval of competent authority ie Circle IFA.
4-7/2013: Immediate filling up of Superintendent Postal Stores Depot Hyderabad.
Hyderabad PSD is a PSD which supply of all stationery to two regions Hyderabad City Region and supply of uniforms and also supply of chappls umberalls. Presently it is manned by additional charge. Expedite immediate action for filling up post of SP PSD.
5-7/2013: Immediate filling up of vacant PA posts at PSD Hyderabad.
Total sanctioned strength of PA Posts at Hyd PSD is 21, One LSG ,One HSG-II, One HSG-I. Out 21 Posts only Eleven PAs are working. It is requested to fill up remaining vacant posts at Hyderabad PSD.
6-7/2013: Non implementation of Directorate orders while posting of sports persons who are recruited under sports quota.
Divisional Superintends are posting the Postal Assistants who are recruited under sports Quota in Sub Post Offices. As per the DOP&T and DOP orders the employees who are recruited under sports quota relief has to be provided two hours for their sports practice.Please issue suitable orders to all concerned to implement the Directorate orders while posting the officials who are recruited under sports quota.
7-7/2013: Immediate recruitment of vacant sports quota posts in the circle by giving notification for filling up of vacant sports quota posts.Nearly 50 vacant posts for filling in the Andhra Pradesh Circle. It is requested to giveNotification for filling vacant sports quota posts.
10-7/2013:Kind attention to be given to the pitiable plight of the residence of the Chikkadapally and Uppal Postal Staff Quarters, Hyderabad. The residence of these colonies anxiously awaiting for years together to mitigate their predicament which is not fully cared for by the local civil wing, urgent action needed. During the year 2011-12 A.P. Circle has surrendered lakhs of rupees to the Directorate.
Proper maintenance of staff quarters at Chikkadapally, and Uppal Hyderabad. It has brought to the notice of this union that the staff quarters are not being properly maintained either civil/electrical problems. The quarters are not having proper way to the quarters like E-1 to E-8 and C-17 to C-24. The quarters are in a dilapidated condition due to non-maintenance of internal painting and white washing. The quarters have not been maintained for the years. The bushes cleaning is also not taking place, due to this the inmates of the residence are facing a lot of problems. The backside of the E-Block and D- Block quarters of Chikkadapally is not having a proper approach road and not even having proper lighting facilities. The M-Block quarters are also not being properly maintained and the big trees have been grown beside the M-41 Block. There is also a bore water problem during the summer season. A separate pipeline has to be given to the E-Block.
11-7/2013:Stop Decentralization of PLI/RPLI work. Ensure uniform implementation of Directorates Orders regarding retention of PLI/RPLI work of Divisions situated at CO/RO Head Quarters at CO/RO itself. The recent orders on Indian Postal Policy 2012, the work relating to PLI Section of CO are Decentralizing without modification of Indian Post Office Insurance Rules 2010. As per the above rules, the Rs. 5 Lakhs and above policies records and claims to be settled at CO. The present arrangement in the circle may continued till the modification in Post Office Insurance Rules 2010 and honour the minutes of the meeting taken by the Secretary Posts, Postal Services Board with the Postal Joint Council of Action on 10.01.2012 and Directorate letter No. 8/15/2011-SR dated 16.01.2012.
12-7/2013:Filling up of the Higher Selection Grade II Posts in CO/RO. At present, the HSG-II posts in the Circle are not filled up. The date of completion of three years in the feeder cadre is completing by 01.01.2014. It is requested to Ad-hoc arrangements to be made for the senior most LSG Officials of CO and ROs in the Circle.

The Postmaster General, Hyderabad / Kurnool / Vijayawada / Visakhapatnam Regions are requested to issue necessary orders to the officials concerned immediately against the identified norm based posts in Divisions in which they are working at present to the extent possible or in the neighboring Division of their respective Regions, where the vacancies in the cadre are available.

On receipt of the posting orders, the official may please be relieved immediately to join in his promotional post in case there are no Vigilance / Disciplinary case pending against him.

                   If the official is  drawing the pay scale of Rs. 5200 – 20200 with grade pay of Rs. 2800/- and Rs. 9300 – 34800 with grade pay of Rs. 4200/-  is not eligible for any pay fixation under the provisions of FR 22(I) (a) (1).  If the official is not drawing the pay in the pay scales referred to above may exercise their option for pay fixation under the provisions of FR 22(I) (A) (1) within one month from the date of assuming the charge in the new post.

The official should accept / decline the promotion unconditionally in writing within one month from the date of issuance of this order.  

In case the official declines promotion, an unconditional declination letter may please be obtained immediately and to be forwarded to this office for its acceptance.  If any official declines promotion, he / she should note that he / she is not eligible for promotion to the cadre of Norm based LSG (Postal) for a period of 1 (one) year either on regular or adhoc basis from the date of declination.  Further, the official who declines promotion will not be considered for financial upgradation under MACP Scheme, if any due, as per the existing rules / instructions till they accept promotion.

The Postmasters General are requested to instruct the Divisional Superintendents concerned to relieve the officials forthwith with a direction to them to join in the promotional post of LSG cadre on or before 17.08.2013.  The date of joining of officials in the LSG cadre may please be intimated in due course.

No representation for reallotments will be entertained before joining in the new post in LSG cadre in the Region allotted.   Hence, representations received from the officials for reallotment before joining in the promotional post need not be sent to this office.
Charge reports may please be sent to all concerned in due course.
