Speed post services more reliable and faster than private couriers, says CAG
NEW DELHI: In a rare observation coming from the official
auditor, the Comptroller and Auditor General has appreciated the functioning of
the postal department. The reason: deliveries of speed post letters which are
more reliable and faster than private courier services.
Delivery of letters by speed post ranged from 1-9 days
in major cities with 99% chances of letters reaching addressees. In comparison,
the private courier services turned out to be less reliable with 92% test check
letters reaching destination, and time taken ranged from 1-10 days.
A CAG report,
tabled in Parliament recently, has said that the performance of speed post has
been better than the private couriers in major cities, at the tehsil level and
at village level.
In order to compare the performance
and quality of speed post service with private courier agencies for delivery of
mails, a test check was conducted by CAG in eight postal circles -- Gujarat,
Maharashtra, Rajasthan, Tamil Nadu, Delhi, Andhra Pradesh, Uttar Pradesh and
Madhya Pradesh. Checks were conducted by posting hundreds of letters.
As far as delivery
performance was concerned, it was found that 98% letters were delivered by speed
post in local areas as compared to 93% by private couriers. In major cities, the
delivery performance by speed post was 99% as compared to 92% of private
couriers. At the tehsil level only speed post could reach 100% addressees that
too within 1-7days. Private couriers could only deliver 83% letters and time
ranged from 1-23 days.
"Based on the results, it could be concluded that the
speed post service of the department of posts (DoP) was better than the services
provided by the private courier services," the auditor said.
Speed
post service was introduced in 1986 to provide a fast and time-bound delivery
service in major cities. However, due to late delivery of mails people had
stopped relying on the department for timely-delivery of documents. Still, speed
post services account for more than 10% of the total revenue of DoP.
In
the test check, the auditor had posted 284 letters by speed post and 287 by
different private courier services. The performance was judged based on the
number of letters sent, letters actually delivered, and time taken for delivery
of test letters by speed post as well as private couriers.

that the Bi-ennial Conference of AIPEU Gr’C’ (CHQ) is scheduled to be held from
4th June 2015 to 7th June 2015 at Lucknow , Uattar
Pradesh. Our Circle is sending Delegates to the conference from all the
Divisions of Andhra Pradesh . The list
of names of delegates is already submitted to all Divisional Superintendents
in the respective Divisions. The individual delegates will be submitting their
applications for grant of special casual leave so as to attend the conference.
In view of the above we submit
to you to direct the Divisional Superintendents to spare the staff who are
going to attend the conference, and not to allot them to the duties of Invigilation.
We request for immediate direction so as to avoid confusion and duplicity of
work.

approved. Regarding provision of lunch room at WCTC, Humayunnagar, orders

Recreation Club room at Guntur HO.
There are nearly 100 employees are
working at Guntur HO. For them there is no recreation club at Guntur HO.
Postmaster General, Vijayawada given a reply to the item, there is no place
for providing of Recreation Club. It is requested to cause to issue suitable
orders for providing of Recreation Club room at Guntur HO.

During the recent visit of the CPMG,
some place was identified for Recreation Club at Guntur HO. It may be
provided and compliance reported so that this issue is settled before the
next Four-Monthly Meeting.

Systems were supplied to Hyderabad South East Division during May-2014.
Supply of additional 24 systems to Hyderabad South East Division is under
process. Orders placed. Supply is due to be received.
b) There
was a request for increase of Bandwidth from 512 KBPS to 2 MBPS for Jubilee
HO from SSPOs, Hyderabad South East Division vide letter dated 03.06.2014 and
accordingly it was pursued with SIFY and Bandwidth got increased to 1 MBPS as
per eligibility of Directorate norms. Directorate permitted for enhancement
of 1 MBPS and this was issued with effect from 13.06.2014. Subsequently
Directorate has also approved for enhancement of bandwidth to 2 MBPS on vide
letter dated 09.03.2015.

Identification
of Postmaster Grade-III post office in Hyderabad City Division.
No
post office was identified for Postmaster Grade-III in Hyderabad City
Division. It is requested to identify at least one Post Office for Postmaster
Grade-III in Hyderabad City Division.

The Directorate vide letter No. 4-5/2011-SPB-II dated 09.05.2011
directed to identify 34 HOs in the Circle. Accordingly 34 HOs were identified
as Postmaster Grade-III Office vide Memo No. F.No. 04-5/2011-SPB_II dated
09.05.2011. In Hyderabad City Division, there is only one HO is available in
Gazetted Cadre which cannot be identified as Postmaster Grade-III. As per
Directorate instructions only HOs which are in HSG-I status can be identified
under Postmaster Grade-III. Hence, there is no possibility to identify any
Post Office in Hyderabad City Division as Postmaster Grade-III Office.
The scope for up gradation of PO to
HO can be explored. Establishment Section of Circle Office is requested to
take necessary action on this.
