Provision of lift in Hyderabad

Outcome:

completed and electrical work is in progress.

Proper maintenance and utilization
of P&T colony Community Hall, Chikkadapally.

Item No: 1-8/2012:
Irregular Audited
objection raised by P&T Audit to recover Children Education Allowance from
3 officials in Vijayanagaram Division
Copy of the Audit
objection, SPOs Vijayanagaram letter addressed to Dy.Director of Audit and
reply from Asst Audit Officer is enclosed for information.
Outcome:
PMG,
Visakhapatnam Region has taken up the matter with P&T audit stating that
action taken by SPOs, Vizianagaram is correct and to admit the audit
objections.

Item No: 2-8/2012:
Irregular Audit objection raised by
the P&T Audit for recovery of Incentive paid for NREGS work at Wanaparthy
Division.
P&T Audit has made an objection while auditing at Wanaparthy
Division for recovery of excess payment of NREGS Incentive from the two
officials.
As per PMG (BD), AP Circle orders there is no ceiling for grant
incentive for doing NREGS Work. PMG is requested for issue of orders to SPOs
Wanaparthy not to recover the incentive from the official.
Outcome:
The
audit objection is not in accordance with the orders on the subject. RO,
Hyderabad will write to P & T Audit, explaining the position and to admit
the objection.
Item No.s: 4-8/2012 & 5-8/2012:
Immediate replacement
Shabad rough stones by Tandur blue stones in RJCM office floor (B-1, P&T
quarters, Chikkadpally).
&
Immediate repairs to toilet and false roof at RJCM office (B-1, P &
T Quarters, Chikkadpally).
Outcome:
Tenders were opened and work awarded.
Item No: 7-8/2012:
Dequarterisation and drawal of
HRA.
As per the item No 1/01-2012 the
proposals are to be examined on the basis of merit of each case. The following
cases are referred already and pending. We request immediate examination.
a.
In the case of Vengalraonager of
Hyderabad City division the rent paid
for the office is
` 2700/- and the quarters are not
justified by the SOA.The incumbent is loosing HRA to the extent of ` 6000/-.
- In r/o High court PO of Hyderabad the quarters cannot be occupied because of security arrangements. A report was already made.
Outcome:
a.
The file received from CIFA on 15.01.2013 with
concurrence for de-quarterisation of Vengalraonagar PO, Hyderabad City Division
and orders have been issued.
b.
This case was referred to Directorate on 23.04.2012
and reminded on 07.08.2012, 04.10.2012 & 07.12.2012. Reply from Directorate
is awaited.

No: 13-8/2012:
Redeployment of HSG-I post from RO
Vijayawada to Chief PMGs office.
Originally this HSG-I post was identified at
RO Vijayawada basing on the seniority of the official. Now this official has
opted for O.S. Post in Circle Office. There is nobody eligible for HSG-I post
at RO Vijayawada and the same is lying vacant. It is requested to downgrade the
HSG-I to LSG at RO Vijayawada and upgrade HSG-I in Chief PMGs Office.
Outcome:
Since
implemented.

Date Entry in Speed Net Software:
It is observed
that many offices are not doing date entry in Speed Net Software. As a result,
Regions of Andhra Pradesh Circle are reflected in very low ranked with
reference to MNOP performance. Staff side is requested to direct the staff to
complete data entry work on day to day basis.
Outcome:
Required hardware is yet to be
provided by the Department to many offices. However from Staff side, all the
officials will be advised to do the data entry in Speed Net Software.

No. 1-01/2013:
Grant of HRA to SPM Kuderu SO, in
Anantapuram Divn, Kurnool Region;
The official is woking as SPM
Kuderu SO from 14-8-2008.That PO is having post attached quarters.PO is located
in the premises of MPDO office. Total FHR is paying to land lord is only ` 385/- for total PO
building including post attached quarters. The quarter portion is not as per
schedule of accommodation and that quarter is in inhabitable condition without
doors, no electric connection. SPM made a representation for dequarterisation
and drawl of HRA immediately after his joining there. He submitted so many
representations to Ananthapur DO and RO Kurnool. RO sanctioned the HRA from
18-5-2012. The sanction is quite irregular as he has not occupied quarter the
SPM he is eligible to get HRA from Aug 2008.
Outcome:
The Staff side contended that in this office
and some other offices also FHR being paid to the post office buildings are
much below the HRA admissible to the SPMs. The accommodation provided to the Postmasters
is substandard. In all such cases the SPMs may be paid eligible HRA.
A letter will be sent from Circle
office to all the ROs to ensure that residential accommodation provided to the
SPMs in quarters portion is as per standards and where this is not possible,
PMGs will examine and decide the sanctioning of eligible HRA to the SPMs,
without delay.

No. 2-01/2013:
Grant of HRA to SPM Chebrole in Kakinada
Division, Visakhapatnam Region.
The official joined that PO on
15-5-2010. The post attached quarter portion was occupied by the Land Lord by
keeping his belongings. After joining the SPM immediately brought the issue to
the notice of SPOs Kakinada on 22-5-2010. The inspection was done by IPO
Kakinada north Sub Division. In the report the IPO mentioned that the Land Lord
has occupied the quarter portion. Land
Lord is demanding to vacate the building as he has given it on rent to them.
SPM made number of representations to SPOs .PMG Visakhapatnam for sanction of
HRA. His representations are in vain. NO action is initiated by DO or RO. so
far. We request to take action and grant HRA to SPM.
Outcome:
The Staff side contended that in this office

Postmasters is substandard. In all such cases the SPMs may be paid eligible
HRA.
A letter will be sent from Circle office

As landlord already occupied the SPM
quarters portion, SPM may be eligible to draw HRA. HRA may be drawn after
verification of this by RO, Visakhapatnam.

No. 3-01/2013:
Stop the harassment by Railway Vigilance
Officials in the name of verification at PRS Counters located at Post Offices.
It has came to the notice of this union that the Railway
Vigilance officials are harassing the Postal Staff working at PRS counters in
the name of verification is highly
irregular. As per the provisions Postal inspecting authorities/higher
authorities has to verify/inspect the offices/counters. Railway Vigilance officials have not
empowered to verify/inspect the post office counters. It is requested to take
up the matter with railway authorities to stop the same immediately.
Outcome:
As
per the reports obtained from Regions/Units in respect of “Harassment by
Railway Vigilance Officials in the name of verification at PRS counters located
at Post Offices”, only one instance has been reported by SSPOs, Hyderabad South
East Division wherein an official namely Smt. V Rajeswari from Hyderabad
Jubilee HO was asked to report at O/o Inspector, RPF, Nampally, Hyderabad on
12.11.12 to record her statements as witness in connection with the enquiries
being made against a private travel agent (Sri Naveen Kumar Agarwal).
As per the PRS operating procedure,
“The complaints arising out of behaviour on conduct of staff of India Post will
be dealt by the Department of Posts” and hence the official was not directed to
attend the enquiry. Instead, Circle Office issued instructions to depute ASP /
PRI (P) to ascertain details from O/o Inspector, RPF, Nampally.
In accordance with the instructions
issued by Circle Office, ASP (S) from Hyderabad South East Division has been
directed to contact Inspector, RPF, Nampally to ascertain details in the above
case. He ascertained that, the Inspector, RPF visited PO, only to record the
statement of PRS Counter PA against Sri Naveen Kumar Agarwal (a private travel
agent).
Staff side further complained that
Railway Vigilance Officers are coming to Post offices and asking the staff to
show their cash chests for verification of cash, which is objectionable.
The Railway Vigilance Officers are not
expected to check the cash balances and they are not supposed to threaten the staff
in Post offices.
This will be taken up with the
Railway authorities in the ensuing co-ordination meeting.

New Item No. 4-01/2013:
Nonpayment of incentive to the
officials who performed business under BD like UTI and other mutual funds.
Nonpayment of
incentive to the officials who performed duties under Business development like
UTI and other mutual funds. The Circle office informed that a CD was supplied
to all ROs with a sanction memo. The RO Visakhapatnam has not given the
sanction to the officials who performed business in Amalapuram Division so far.
RO Visakhapatnam replied in the Bi-Monthly meeting that the divisional head
have reported that the eligible incentives have been paid to the eligible
officials, but it is observed that but in Amalapuram division the incentive is
not paid till date.
Outcome:
The Postmaster General,
Visakhapatnam Region intimated that incentives in respect of UTI Business in
Amalapuram division were paid and no payments are pending in the division. The
Mutual Fund applications were not processed by Divisional Office and sent directly
to the Mutual Fund office. On receipt of sanction from Directorate, the
incentives were paid.

Amalapuram Division were paid as under:

Drawl of HRA to SPM,
Cantonment SO, Vizianagaram Division.
As the quarter portion of the
Vizianagaram Contonment was under repair the SPM, could not occupy the
quarters. The repairing work is also not
completed so far. The union item was taken in the Bi-Monthly meeting with PMG
Visakhapatnam on January 2010, PMG replied that SPOs Vizianagaram division has
asked for additional information and the same was received on 04/08/2010. But
even today the eligible HRA is not drawn to the SPM.
Outcome:
The Staff side contended that in this office and some other offices also
FHR being paid to the post office buildings are much below the HRA admissible
to the SPMs. The accommodation provided to the Postmasters is substandard. In
all such cases the SPMs may be paid eligible HRA.
A letter will be sent from Circle
office to all the ROs to ensure that residential accommodation provided to the
SPMs in quarters portion is as per standards and where this is not possible,
PMGs will examine and decide the sanctioning of eligible HRA to the SPMs,
without delay.
However for the period for which the
quarter was under repairs, the SPM has to be paid eligible HRA. PMG,
Visakhapatnam will submit the proposal to Circle Office.

Item No. 6-01/2013:
Drawl
of HRA to SPM, Subbavaram SO, Anakapalli Division.
As the quarter portion of the SPM,
Sabbavaram SO is not as per the SOA. The Item was taken up with the PMG
Visakhapatnam in the Bi-Monthly meeting in the month of August 2010.The PMG
replied in the Bi-Monthly meeting held on 10/04/2012 that the case has been
referred to CO for suspension of post attached quarter.
Outcome:
The Staff side contended that in this office and some other offices also
FHR being paid to the post office buildings are much below the HRA admissible
to the SPMs. The accommodation provided to the Postmasters is substandard. In
all such cases the SPMs may be paid eligible HRA.
A letter will be sent from Circle
office to all the ROs to ensure that residential accommodation provided to the
SPMs in quarters portion is as per standards and where this is not possible,
PMGs will examine and decide the sanctioning of eligible HRA to the SPMs
without delay.
The staff side contended that the portion provided to SPM is too small
and not according to SOA. PMG, Visakhapatnam will examine this and submit a
proposal.

No. 7-01/2013:
Irregular issue of
orders to retaining of the RGIs articles containing smart ID cards in the post
offices for a period of 30 days from the date of receipt vide SSPOs, Hyderabad
City Division letter No.BD/Speed Post/2012-13 dated 08/10/2012 against the
statutory Rules on the subject.
As
per the Postal Manuals all the inland accountable articles including Speed Post
articles has to be kept in deposit for a period of 7 days only except foreign
articles. The statutory rules also not amended so far, The SSPOs Hyderabad City
Division has issued the said orders to retaining the RGIs articles containing
Smart ID cards in the post offices for a period of 30 days from the date of
receipt. This is against the spirit of the statutory rules on the subject.
Hence it is requested to roll back immediately of the orders issued by the
SSPOs, Hyderabad City Division.
Outcome:
The orders to retain the Speed Post
articles containing RGI Smart ID cards in post offices for a period of 30 days
from the date of receipt were issued as per the Directorate instructions
contained in the DO No. 59-02/2011-BD & MD (pt) dated 24.08.2012 in
connection with booking of RGIs Smart ID cards through Speed Post. The
instructions were communicated vide this office letter No. BD/6-644/ECIL/11-12
dated 28.08.2012 to all concerned.

No. 8-01/2013:
Supply of new computers to the divisions
in place of condemned computers.
It has come to the notice of this
union that all the divisions have performed the condemnation process and
submitted the condemnation certificates to the Circle office. But Circle Office
has not supplied the new computers in place of condemned computers to the
divisions. Most of the divisions are facing shortage of computers while
modernizing the post offices. Hence it is requested to take appropriate action
to supply the new computers in place of condemned computers to the divisions.
Outcome:
In respect of replacement of condemned
systems allotment of funds requested from Directorate.

Proper
maintenance of Electrical and Civil amenities to E-Block of Postal Staff
Quarters, Chikkadpally.
Occupants
are facing the following problems in E-Block of Chikkadpally P&T Quarters.
1.
Non Supply of bore well water for
general use
2.
Repair/white wash/Colouring to be taken
up
3.
CC flooring on the backside of the
ground floor quarters
4.
CC flooring in between the E-1 and E-3
quarters
5.
Replacement of old electrical wiring
which is causing short circuits in the quarters.
Outcome:
Maintenance
of Postal Staff Quarters, Chikkadpally is being taken up block wise with blocks
most urgently requiring maintenance being taken up first.

No. 10-01/2013:
Issue of revised orders in the pay band
2 in the grade pay Band of Rs 9300-34800 for the promotions under MACP II &
III.
In the minutes of 102 RJCM at item
No 3-09/2011 it was replied that the Directorate instructions were reiterated
on 16-01-2012 to all concerned. But the promotion orders were not revised after
issue of instructions, and the promotion orders are still under PBI in the Pay
Band i.e 5200-20200. It is therefore requested to issue instructions to revise
all the old orders.
Outcome:
The Directorate letter No. 4-7/ MACPs/
2009-PCC dated 21.09.2010 was circulated to all the concerned vide Circle
Office letter No. Est/6th CPC/08/III dated 27.09.2010 and
subsequently instructions were issued on 16.01.2012 to implement the orders. It
is also ascertained from all Regional PMGs, Divisional Heads of HCR that all
the cases of the officials who were granted MACP-II & III with Grade Pay of
` 4200 / - and `
4600 / - were placed under PB-II (`
9300 – 34800 / -).
The Staff side contended that the
cases decided prior to receipt of Directorate orders are still left in the PB-I
and corrective orders need to be issued in those cases also. Suitable
instructions will be issued from Circle Office.

New Item No. 11-01/2013:
Optimum utilization of man
power in the operation side.
In the minutes of 102 RJCM under
item No 6-09/2011 it was ordered to relieve the officials working on deputation
in ROs to the divisions. But instead of relieving the officials ROs called for
fresh volunteers from the divisions. As a result officials were drafted on
deputation basis to Divisional offices for the PLI/RPLI work creating shortage
in Head offices .The surplus posts identified in Group D & GDS were
attached to the Sub divisions instead of operation offices. Each division
identified officials as system Administrators. The Head offices are suffering
with heavy shortage. Negative market is developing in the insurance sector as
no man power is provided for the decentralized work. The RJCM should find a
solution for the artificial shortage created in the operational side.
Outcome:
All the Divisional heads will be instructed to equitably distribute
shortage so that operative offices are not over burdened.

New Item No. 12-01/2013:
Incentive to the
Postmasters/SPMs for operation of Indiramma Housing Accounts operations.
Incentive
is provided to all including SPOs/IPO/MOs but there is no incentive to the
Postmasters. The grant of incentive to the left out cadre has to be
re-examined.
Outcome:
The
Chief Postmaster General has approved payment of incentive at HO level (SB
branch) to the PA and Supervisor concerned. However grant of incentive to Postmasters
will be examined.
The
Staff side contended that even where orders were issued to pay incentives, the
units are not implementing expressing doubts, under which head the same has to
be charged. Suitable orders will be issued from Circle Office.

No. 13-01/2013:
Provision of Purified drinking
water in major Post offices.
In many Post offices the tap
water is provided directly or the processed water which is not found safe.
Instead the purifiers may be provided to the offices and it will cut down the
recurring expenditure on processed water.
Outcome:
All
PMGs and units of Hyderabad City Region have been requested to examine
provision of purifiers for drinking water in major post offices vide Circle
office letter No. Bldgs/RJCM/Water Purifier/2012 dated 21.12.2012 and reminded
on 10.01.2013.
New Item No. 14-01/2013:
Supply of computer furniture
to the c class offices.
Recently computers were supplied
to the C Class offices and computer chairs tables were not supplied. Many
offices are struggling with non supply of Printers. It is requested to supply computer furniture
and printers wherever requested.
Outcome:
It is informed
that printers have been supplied to all C Class offices.
Computer
furniture supply has to be planned from PO OE in a phased manner at divisional
level, as no funds for computer furniture have been allotted by Directorate.
