                        The Minutes of Four-Monthly meeting with Chief Postmaster General by the representatives of AIPEU Gr-C Union (NFPE) held on 16.12.2013 in the O/o the CPMG, A.P. Circle, Hyderabad is produced below. The following have attended the meeting.

1-12/ 2013	Non clearing of un posted amount lying at HOs. It is requested to issue instructions to clear un posted amount immediately.            It is brought to the notice of this union that there is amount lying as un Posted in all the HOs throughout the circle. The un posted amount is up to the tune of some Crores. Already the minus balances amount has been charged to UCP. It is requested to issue instructions to the concerned to clear the un posted amount and to post to their respective accounts or to charge to UCR (percontra credit to UCP). The work may please be entrusted to CBS teams.	Instructions given to the Regions / Divisions under HCR to clear the un-posted items by posting in their respective accounts. ITEM CLOSED
2-12/ 2013	Non visiting of offices by authorised AMC’s(Tritronics) of UPS in regular intervals. It is requested to issue suitable instructions to the concerned to visit offices and have regular maintenance in regular intervals by the authorised UPS AMC (Tritronics).               It is brought to the notice of this union that the authorised AMC (tritronics) of UPS is not visiting and checking the offices in regular intervals. The AMC person visiting the office to change the batteries only i.e. after exhausting the batteries. Hence it is requested to issued suitable instructions to the concerned to visit offices for update aintenance in regular intervals to avoid damage to the batteries at the location.	All the Regional Heads and Divisional Heads in HCR have been requested to issue instructions to AMC firm M/s Tritronics for proper and better maintenance of UPS and to avoid damage to batteries and instructions have since been issued by all the Units to the AMC firm accordingly. 3-12/ 2013	Issue of orders to engaging outsiders on daily basis in the vacant posts to overcome the shortage of staff and smooth functioning of the offices.             It is brought to the notice of this union that though there is a large scale recruitment in the circle, there is a acute shortage of staff in the divisions due to retirements/deaths. Hence it is requested to give suitable orders to engage outsiders in the vacant post to overcome the shortage of staff and complete the work without any pendency on daily basis.	Regions / Divisions can engage SDCs based on shortage / work load in any office, based on the extant orders of Directorate, on engaging SDCs (age, daily limit, rate per hour, etc.,).            The postmaster has to assess the requirement and arrange staff accordingly. Vacant posts particularly in ‘B’ & ‘C’ class offices have to be manned.             Preference has to be given to performers against non-performers in regard to transfers and postings. Necessary action may be taken accordingly.              Software has been developed to take care of ledger posting, LOT and transfer of new RD accounts opened. Manpower can be engaged in Post Offices on outsourcing basis to the extent of shortage. ITEM CLOSED

2.       The APMG (FS & BD) (CBS Section), Circle Office, Hyderabad. He is requested to take necessary action on the item No. 1-12/2013.

3.       The APMG (Vigilance) (Staff Section), Circle Office, Hyderabad. He is requested to take necessary action on the item No. 3-12/2013.

4.       The AD (Technology), Circle Office, Hyderabad. He is requested to take necessary action on the item No. 2-12/2013.

                  I am directed by the competent authority to request you to issue necessary instructions to the Regions / Units concerned on the items by endorsing copies to the Representatives of the Unions / Associations concerned.
