      Provision of Gate at the entrance at Banjara Hills PO.
       SSPOs replied that the matter was taken up the Circle Office on 20.11.2012 as it is beyond the powers of the SSPOs, Hyderabad City Division. Expedite action immediately.

         Present the PO is existing in cattle shed. Staff are working in that office breathing pollution with foul smell. Immediate shifting of the PO is requested.

         Implementation of Directorate guidelines by SSPOs, Hyderabad City Division while ordering rotational transfers to PSD, Hyderabad.
        SSPOs, Hyderabad City Division is not implementing the Directorate guidelines while ordering rotational transfers to Hyderabad PSD. Suitable orders may be issued to SSPOs to implement the Directorate orders.
 
          DPS (Hqrs) is the competent authority for ordering deputations from one unit to another unit in Hyderabad City Region. Therefore, delegation of powers to the SSP, Hyderabad City Division for selection of officials (PAs / OAs) to undergo deputation to PSD, Hyderabad is not possible.
          After discussion it was decided that the case will be examined further.

Sanction of treasury allowance at PSD, Hyderabad.
          Treasury post was sanctioned by IFA, and the treasurer was selected by Hyderabad City Regional office. But since two years treasury allowance is not being drawn. Hence it is requested to cause necessary action to sanction treasury allowance at PSD, Hyderabad.

           Provision may be provided in the Sanchay post software for inclusion of Mobile numbers in the new accounts at the time of opening of new accounts, instead of asking at the time of transaction, Even there is no provision in the SB-3 cards.
           The SSPOs, Secunderabad Division addressed Circle Office on 07/11/2013 in this regard. Expedite action immediately.
 
       Provision of inclusion of Mobile numbers for new accounts is not available in the Software. It is to state that DOP is migrating to Finacle Software (CBS) which fulfills KYC norms in which includes incorporating Mobile numbers for new accounts.

         SSPOs Secunderabad Division has submitted proposals to Circle Office for JNTU and Nizampet SO. Expedite immediate action in this regard.
 
        The competent authority has approved for filling up of 4 GDS MD posts at JNTU and 4 GDS MD posts at Nizapet SO and the orders were communicated to the SSPOs, Secunderabad Division vide Circle Office letter No. EST / GDS /Secunderabad Dn / 2012 / I dated 03.07.2014.

On receipt of the posting order, the official may please be relieved immediately to join in the promotional post, in case there is no vigilance/disciplinary cases pending against them. 
           
The officials in   may exercise option for pay fixation under the provisions of FR-22 (I) (a)(1) if they are not in the Pay band of Rs.5,200/--20,200/- with Grade Pay of Rs.2,800/- and Rs.9300-34,800 drawing in the grade pay of Rs.4,200/-   within one month from the date of assuming charge in the promotional post.

The officials should accept/decline the promotion unconditionally in writing within one month from the date of issuance of this order.  In case the official declines promotion, an unconditional declination letter may please be obtained immediately and to be forwarded to this office for taking further necessary action. If the official declines promotion, they should note that they are not elgible for promotion to the cadrfe of Norm Based L.S.G. for a period of  1 (one ) year either on regular or adhoc basis from th date of declination. Further the officials who decline promotion will not be considered for financial up-gradation under MACP Scheme, if any due, as per the existing rules/instructins till they accept promotion.

The Divisional Superintendents concerned should relieve the official  forthworth with a direction to join them in the promotional post with immediate effect. No request for re-allotment will be registered before joining in the  promotional post b neednot to be sent to this office.

Palakol P3Branch conference

Palakol P3Branch conference held on 13-7-2014 at Palakol HO. The conference was presided over by Com Subba Rao President of the Branch Union.P3 Circle Secretary attended as chief guest. Com KSNRaju Asst Financial Secretary Circle Union, Com Ramalingeswara Rao Branch Secretary Tanuku, former Branch Secretary Tanuku Com G.Satyanarayana, Com Murthy B/S AIPEUGDS(NFPE) were attended and addressed the conference. After proceedings the following were elected unanimosouly Com Veeranna as Branch President, Com Narayana Murthy as Branch Secretary.

STAFF SIDE, NATIONAL COUNCIL, JCM SUBMITS MEMORANDUM TO 7 CPC

Dear Comrades,

STAFF SIDE, NATIONAL COUNCIL, JCM SUBMITS MEMORANDUM TO 7 CPC

On behalf of the entirety of the Central Government employees and Workers, the Staff Side in National Council of JCM submitted the memorandum on the pay scales and related issues to the 7th CPC on 30th June 2014. The Departmental level memorandum are to be submitted by the Associations/unions/Federations by 31st July 2014.

The salient features of the Staff Side Memorandum are:
           
·         Replacement of PB-GP system by an open ended pay scale where in only the starting pay is given with an annual increment rate of 5% is proposed.
·         Date of effect should be 1.1.2014.
·         The ratio between minimum (i.e. MTS) and Maximum (Secretary) is proposed as 1:8.
·         The minimum Pay for MTS is Rs 26,000/- and maximum for Secretary is Rs 2,13,000/-  and for cabinet secretary, Rs 2,40,000/-
·         Conversion factor of 3.7 is proposed for all i.e. 26000/7000
·         Number of pay scales has been reduced to 14.
·         Table 7.1 gives the new proposal on pay scales
·         Table 7.2 gives the corresponding pay scales of the 6th CPC recommended Grade Pay.
·         The benefit on promotion, should be two increments in the feeder cadre
·         The existing formula of computation of DA and its payment with effect from 1st January, and 1st July, may continue. 
·         House Rent allowance :

Y classified towns-40%;
Z classified/unclassified places-20%

·         City Compensatory allowance:

-          We think providing a composite rate of daily allowance to take care of accommodation internal travel charges and food bill would be a proper.

·         Travelling Allowance on Transfer:

We agree that composite Transfer Grant equal to one month Pay + DA alongwith actual fare for self and family as per the entitled class may continue. As regards transportation charges of personal effects we propose the following:-

“We suggest doubling of the existing rate of allowance and increasing the same by 50 % whenever the DA reaches 50%.
The scheme may be extended to cover any two children studying for Graduate/Post Graduate and Professional courses.”

·         Education Advance:

Sanction of Education Advances with an interest rate not exceeding 5% for those employees, whose children take up higher studies.

·         Overtime allowance:

Over time allowance should continue to the paid and calculated on the basis of actual pay, DA and Transport Allowance from time to time. The rate of Overtime Allowance should be re-fixed as and when the DA is increased and there shall be no ceiling on amount of overtime allowance which become payable. 

·         Additional Monetary Incentive for Personnel Posted in N E Region:

“We request the 7th CPC to recommend that in the light of the O.M (F.No.14017/4/2005 AIS(11) dated 10-2-2009 the employees may be granted Special Duty Allowance @ 37 ½ % of pay.”

·         Other Allowances/ Advances

“We suggest to the VII CPC to recommend to increase the following  allowances and advances, which are presently granted as a lump sum amount to three times in vew of the fact that the revised Minimum wage computed is almost 3.7 time of the emoluments as on 1.1.2014.

·         Scheme for Appointment on Compassionate Ground

“We refer to the twenty third report on Government Policy of Appointments on Compassionate Grounds presented to the Rajya Sabha on 7th September, 2007 ( laid on the table of the Lok Sabha on 7.9.2007) and request the Commission to recommend the following:
           
1. To remove the 5 % ceiling
2. To ensure that compassionate appointment to the deserving candidates are given within 3 months of the date of death of the employee.
3. In case of any administrative delay in offering compassionate appointment the deserving applicants may be granted minimum of the pay scale of the post on which his application will be considered. “

·         Career progression: Grant five promotions in the service career

“The VII CPC therefore, should recommend that the cadre reviews are undertaken wherever not done to ensure five hierarchical promotions to all employees in their career on the pattern obtaining for Group A Officers”.
