Circle Secretary writes to CPMG on writing of APARs

APU-III/HCR/APARs/2016                                                                         Date: 20.06.2016

To
The Chief Postmaster General
A.P.Circle
Hyderabad-500001

Sir

Sub: -   Writing of APARs of the officials without following the statutory guidelines on the subject by the divisional heads in A.P.Circle-Causing much delay in conducting DPCsReg
Ref: -   1. DOP&T OM No.21011/1/2005-Estt(A) (Pt.II) dated 23.07.2009
            2. DOP&T OM No.21011/27/2015-Estt.(A-II dated 11.02.2016

I bring the following irregularities committing by the divisional heads in A.P.Circle, while writing of APARs of the officials working in their divisions. The main motive and motto of the APARs are to assess the performance of the official and to intimate the areas to be improved by the official to improve his/her performance to improve the quality of the service to the public. But the said authorities are taking it in a casual way and writing them like their own diary. I bring the following irregularities committed by the divisional heads in A.P.Circle, which causes demotivation of officials resulting down fall of quality of service to the public..

1.      Without substantiating the gradings given between 0-3 and not filling the pen picture coloumn in their APARs.
2.      Not following the prescribed time schedule as stipulated in DOP&T OM cited (1) above in writing of APARs of the officials
3.      Filling the integrity coloumn in accordance with DOPT OM cited (2) above.
4.      Not mentioning the date on officials copy of APARs.

Most of the divisional heads are grading the officials between 0-3, without substantiating the reasons for assessing such low performance in their pen picture coloumn of their APARs. For example in Secunderabad Division the divisional head had given 0 grading to four officials in the division and many officials had got the grading between 0-3. But to my dismay the divisional head had not written the pen picture coloumn of their APARs. It is the duty of the divisional heads to explain why they are getting grading below average so that they can improve their performance in future. Due to non writing of pen picture, the very purpose of writing the APARs is to improve the performance of the official to provide quality service to the customers/public is defeated.

For example let me explain the actual situation in Secunderabad Division. All officials working in divisional office, Secunderabad division were got 6 to 9 grading for the last three years. Interestingly, it is not understood that how their performance has been getting down between 5-6 grading in the last year.  It is very clear that either the said officer is inefficient to extract the best performance from these officials or these officials are not so efficient as her predecessors assessed in their APARs. The existing rules on the subject were very clear that the officer has to write the APARs of the officials after coming to a clear conclusion and on their own assessment.

It is pertinent to mention that if the official’s performance working in the entire division is graded between 5-6, what is the performance of the divisional head? Naturally it has to be graded between 5-6.

I bring to your kind notice that the officers also not writing the APARs of the officials within the prescribed time limit. Though there are clear guidelines on following the prescribed time schedule in accordance with the DOPT OM cited (1) above, the officers are not following these orders scrupulously. Due to this practice DPCs are not convening in regular intervals. Further the officers are not putting the date on officials copy of APARs given to the official. Some of the divisional heads are not filling the integrity coloumn in accordance with the guidelines issued by DOPT vide OM cited (2) above.

Therefore, keeping in view of the above, i earnestly request you to cause to issue suitable orders/action on writing of APARs in accordance with the DOPT OMs cited above, within the prescribed time limit so that the officials perfoarmance can be correctly assessed and the DPCs can be conducted well in time without waiting for them.

An early action in this matter is highly appreciated.

Yours faithfully

Letter to DPS (Hqrs) on RT 2016 HSE Div

APU-III/HCR/HSE/RT/2016                                                                       Date: 22.06.2016
To
The Director Postal Services (Hqrs)
o/o the Chief Postmaster General

Madam,

Sub: -   Irregular transfer orders issued by the SSPOs, Hyderabad South East Division-Request for immediate intervention for modification-Reg
Ref: -   DO Memo No.B1/3/8/2016 dated 08.06.2016
            DO Memo No.B1/3/8/2016 dated 16.03.2016

I am constrained to bring the following irregularities/lapses while issuing the transfer orders by the SSPOs, Hyderabad South East Division by violating the Directorate guidelines on the subject for immediate intervention and settlement.
1.      While issuing transfer orders SSPOs, Hyderabad South East Division filled up two vacancies of PA, St.Kacheguda HO, which the said posts were not notified in the Rotational Transfer notification. Had the vacancy position of PA, Kacheguda HO notified in the rotational transfer notification, senior officials would be benefitted and now they deprived off the opportunity.   It appears that these two posts are kept in dark for posting of officials for OA, Divisional office exclusively.
2.      Treasury posts notified in the rotational transfer list were not filled up. It is requested to cause to issue instructions to the divisional head for immediate filling up of treasury posts in the division.
3.      Seniority of officials not observed while ordering RT-2016. Requests of the senior officials have not been considered and junior officials have been posted in the offices in which senior officials opted in their representation.

Therefore the above common irregularities are brought to your notice for immediate intervention and do the needful to restore the natural justice. A detailed representation submitted by the Divisional Secretary on RT-2016 is submitted for favour of necessary early action on the points raised by him.

An early action in this regard is highly solicited.

DA: As above

Copy of the Memorandum

MEMORANDUM SUBMITTED TO SRI. RAVI SAANKAR PRASAD,  Hon’ble Minister for Communication& IT Govt of India New through  SRI………………………………………….M. P, ……………………………. CONSTITUENCY, A.P/ TELANGANA BY ALL INDIA POSATAL EMPLOYEESA UNION , GR’C’, A.P. CIRCLE, ON PROBLEMS ARISING AFTER INTRODUCTION OF FINACLE & MC.CAMISAH SOFTWARE IN POSATAL SERVICES.

Respected sir,

We submit this memorandum on the problems faced by postal employees and customers due to hasty decision and implementation of Finacle & Mc.camish software without proper vision and not providing sufficient infrastructure.

There is poor access and no access in Finacle software has become the order of the day. The officials are forced to work without proper infrastructure, due to which they are suffering every day with more tensions and mental torture. This because of exceeding the capacity of the servers provided by INFOSYS. Even though it was assured that two additional servers will be provided to DATA CENTRE by April 2016,this was not implemented till date.

In spite of clear instructions from Directorate to increase BAND WIDTH of post offices, the same is not increased so far. Even though CPMG informed vide letter no. ANDHRA PRADESH/PJCA/2016 DT. 6-4-2016 that NSAP-2 BAND WIDTH is 128 KBPS, ordered up gradation to 256 KBPS .But actually BAND WIDTH of 512 KBPS is required for smooth functioning. Even this up gradation was done in 2011 locations and still pending in 39 locations.

Unfortunately Dept. is not in a position either to correct things or apply the penal provision against the vendor the INFOSYS. The existing position in FINACLE is nothing but the last straw on camel’s back.

Adding fuel to fire ,the Dept. recent decision in implementing the more working hours of post office to the extent of 5 hrs for monitoring transactions has not been exercised. This resulting in forcible retentions of officials in office till late night. Even women employees are not exempted and facing troubles while leaving office in late hours.

The contract has been assigned to SIFY TECHNOLOGIES for providing NSP-1 & NSP-2. The primary link service provider for NSP-1 is BSNL. Whenever NSP-1 got down in 80% offices network does not get on to NSP-2 automatically. The FINACLE is not accessible in NSP-2.THE EXPENDITURE WHICH Department is spending on NSP-2 [DONGLE BASAED] is all in vein. No outcome for good network is shown even after up gradation of BAND WIDTH in many post offices. Whenever the ticket for non working of NSP-1 is raised the only stock reply from SIFY side is that the problem is at the end of BSNL and no rectification can be done till BSNL restore its net work. This is nothing but evasive nature of reply. If this is the situation why SIFY should be in the middle and we can have direct contact with BSNL only.

On one side staff are facing problems with this default software, on the other hand they are being forced by higher authorities to clear pending work in nearby feasible location which is not a proper way at all.

Only one circle coordinator with one service engineer for two divisions was provided by SIFY. It is not at all sufficient to rectify the defects arising in more than one location regularly.  On the other hand officials from SIFY /INFOSYS/TCS are directing system administrators to resolve the network problems.

The major problems arising due to MC.CAMISH & FINACLE software and net working issues are being elaborately brought to the notice of the DIRECTORATE by our CHQ vide lr. No. P/4-4/CBS Dt. 26-5-2016 copy of which is attached. But till date no action is being taken.

As the sufferings are mounting day by day our circle union gave a call to organize MASS DHARNA before all offices which had a massive response which proved the sufferings of the postal employees because of these software problems. Here we want to mention clearly that we are not against implementation of Technology in the Dept. we are very firm that implementation of technology is done correctly employees can give better service to customers. But this type of hasty and unwise implementation leads to frustration among employees and dissatisfaction to customers. Finally this will have reverse impact and instead of rendering better service and attracting more customers, this will discourage customers and finally we will lose customers resulting in heavy financial loss to the Department.

We would like to bring to the notice of the Hon’ble MINISTER that postal jca HAS ALREADY CHALKED OUT PROGRAMME OF ACTION INCLUDING STRIKE IF NESCERRY, IF THE SITUATION IS NOT CORRECTED IMMEDIATELY.

We hope that Hon’ble MINISTER will look into the matter seriously and steps will be taken to rectify the situation , so that the image of the Department will not be tarnished and officials will feel happy and render best service to the public.

We hope that Hon’ble Minister will act and take immediate appropriate steps to improve the situation and to render better service to public.

                                                                 Thanking you, sir
                                                            Yours faithfully,
