23rd National Council of CCGE&W has been completed successully.The National Council was inaugurated by Comrade Sukomal Sen (AISGEF) and was greeted by several Leaders.I Congatulate newly elected body on behalf of AIPEU Group-C, AP Circle, and I convey my Hearty Congatulations to Com. K.Raghavendran, Secretaries General, NFPE , Com.T.Narasimhan,Com.K.V.Sridharan, General Secrtary,AIPEU Group-C , Com.Giriraj Singh,Com.Ishwar Singh Dabas, General Secretary AIPEU Postman and Group-D,Com.P.Suresh General Secretary AIAIPEU R-IV,Com.R.Seethalakshmi,Com.S.S.Mahadevaiah, General Secretary AIPEDEU and Com.P.Rajanayagam for electing as office bearers from NFPE. Revision of CCS (Extraordinary Pension Rules,1939-Constant Attandent Allowance

Dear Comrades,

As per the Department of Pension&pensioners welfare OM No.38/37/2008-P&PW(A) dated 02/09/2008

"In the case of pensioners who retired on disability pension under the CCS (Extraordinary Pension) Rules, 1939 for 100% disability (where the individual is completely dependent on some body else for day to day function). aconstant attendent allowance of Rs.3000/-p.m shall be allowed in addition to the disability pension, on the lines existing in Defence forces"

Based on the recommendations of 6th CPC as contained in their para 5.1.68 it has been dicided that the rates of constant attendent allowance payable to the civilian employees shall also be increased by 25% every time the dearness allowance on the revised pay bands goes up by 50% vide memo No.45/6/2008-P&PW(F) dated 07/12/2009. Grant of advance increments to Stenographers in subordinate offices for acquiring higer speed in shorthand-Acceptance of award of BOA

Dear Comrades,

A demand was raised by the staff side in the National Council (JCM) that the O dated 14/08/1989 may be withdrawn and the advance increments granted to stenographers (ordinary grade) in subordinate offices be treated as pay for all purposes.The demand of the staff side was referred to the Board of Arbitration in CA Ref:No.5 of 2004 which gave the following award on 16/09/2005.

"The advance increment sanctined to the Stenographers in the subordinate offices as an incentive for passing the speed test of 100 w.p.m and 120 w.p.m should be treated as pay for all purposes"

Now the DOPT in its order No.18/44/88-Estt.(Pay)I dated 07/12/2009 the above award has been accepted.For full text of the order copy please click the below link and down load.

Clarification on CEA

Dear Comrades,

According to DOPT OM of even No. dated 02/09/2009 Para 1 (c) says

"Reimbusement will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth including classes eleventh and twelfth held by junior colleges or schools affiliated to universities or board of education"

This matter was considered in consultation with Ministry of Finance.IT is clarified Vid its Memo No. 12011/03/2008-Estt.(Allowances) dated 23/11/2009 that "Classes nursery to twelfth will include classes I to XII + 2 classes prior to Class I irrespective of the nomenclature.It is further clarified that in respect of school/Institutions at nursery,primary and middle level not affiliated to any Board of education, the reimbursement under the scheme may be allowed for the children studying in a recognised school/institution.Recognized educational institution in this regard means a Govt. school or any educational institution whether in receipt of Govt. aid or not, recognized by the Central or State Govt. or Union Territory administration or by University or a recognized educational authority having jurisdiction over the area where the Institution is situated".For full text of the order copy please click the below link and down load.

LTC to Central Government Employees -Travel by tour packages (IRCTC)

Dear Comrades,

DOPT in its order No.31011/6/2002-Estt.(A) dated 02/12/2009 it is decided to allow the re-imbursement of air fare along with rail and road fare in the case of LTC Journey of Government servants in tours offered by IRCTC for reimbursement under LTC provided the IRCTC indicates and certifies the 3 components seperately and booking of tickets is done by IRCTC fully complying with the instructions of Govt. of India issued from time to time in this regard such as journey by Air India under LTC 80 Scheme in economy class without package benifits etc.For full text of the order copy please click the below link and down load.

CPMG,AP Circle orders regarding Granting of C-Off and reimbursement of Cell Phone charges to System Administrators

Dear Comrades,

In response to my letter No. AIPEU/P-III/System Administrators/Problem and As per the Speech given by Sri KVS Rajan,CPMG, AP Circle in the System Administrators Seminar held on 01/11/2009 at Sundaraiah Vignan Kendram, Hyderabad, Circle office orders issued Vide Memo No. EST/27-3/Ceiling/05 dated 24/11/2009 to granting of reimbursement of Cell Phone charges up to Rs.600/- permonth to all System Administratos.Circle office also issued orders to granting of C-Off vide Memo No.EST/Union/2009 dated 19/11/2009.If System Administrators if they work beyond normal office working hours for 4 hours half a day C-Off may be granted and if he/She works for 8 hours beyond normal duty hours full day C-Off may be given.This is nothing but a step forward towards our struggle in respect of System Administrators.

Encashment of earned leave along with LTC-Clarification

Dear Comrades,
DOPT in its order No.14028/2/2009-Estt.(L) dated 24/11/2009 it is clarified that
1.Central Govt. employees governed by CCS (Leave) Rules, 1972 who are entitled to LTC but opt for the facility of LTC provided to their Spouses employed in PSUs/Corporation/Autonomous Bodies etc. and
2.Central Govt.employees generned by CCS (Leave) Rules, 1972 who are otherwise not entitled to LTC, on account of their spouse being employed in Indian Railways/National Airlines who are entitled to privilege passes/Concessional tickets

are entitled to leave encashment while availing the LTC facility of their spouse/privilege passes/Concessional tickets of their spouse on fulfillment of all the conditions as stipulated in Rule-38-A of the CCS (Leave) Rules, 1972 twice in a four year s block of LTC.
