Dear Comrades,
DOPT vide its memo No.12/3/2010-JCA-2 dated 29/03/2010 declared a closed Holiday on account of Birthday of Dr.B.R.Ambedkar i.e. on 14/04/2010. India Post Invited Request for Proposals to Launch Prepaid Cards from Banking Establishments

Dear Comrades,
India Post is going to launch prepaid cards business through Post Officces.The deparment invited Request for Proposals from the Banking estanlishments to launch this business in the first quarter of the financial year 2010-11.The Cards will be reloadable with amount ranging between Rs. 1000/- to Rs. 50000/- and subsequent top ups will be allowed in the multiples of Rs. 1000/- .The Card (magnetic stripe based) could be operated at merchant establishments or ATMs where Master Card is acceptable and in the respective Post Offices. Up to 4 (Four) add on Cards are also proposed to be issued to one customer along with the Primary Card. The Cards will be usable in India only. The Cards are to be issued to the customers from the Post Office after they pay applicable card fee and the amount to be loaded onto the card. These Cards can subsequently be topped up in any designated Pre-paid Card Post Office in the country or in outlets enrolled by DoP. The cards can also be topped up using various channels like IVR, ACH etc. DoP has a marked preference for topping up cards where the user can purchase a scratch card or coupons where the code can be used to top up the card using SMS, IVR etc, and respondents providing this facility will be given preference. The Card is to be used to the extent money is available on it. The Cards could be used for various purposes and ways such as at point of sale, at ATMs, on the Internet, for Mobile commerce and for facilitating electronic money transfer (Person to person) .For an organization these cards could be used to disburse pay, allowances and other benefits to the employees by the organization, etc. Usage will be subject to all necessary approvals. for original copy of the RFP please click the below link and down load.

DA Orders released by Finance Ministry

Dear Comrades,

Finance Ministry issued 8% hike of DA orders w.e.f 01/01/2010 vide its Memo No.1(3)/2010-E-II (B) dated 26/03/2010.The payment of arrears of DA for the months of January and February, 2010 shall not be made before the date of disbursement of salary for March 2010.Now the percentage of DA is 35%. 8% DA Hike for Central Govt. Employees approved by Cabinet

Dear Comrades,

Today Union Cabinet met under the Chairman ship of Dr.Manmohan Singh, Prime Minister and approved 8% DA hike for Central Govenment Employees w.e.f 01/01/2010. DA hike orders will be released in next week by the Finance Ministry (i.e after receiving the cabint meeting minutes).

Postal Department Invited Request for Proposal for Study to Design a Roadmap for Establishing Post Bank Of India (PBI)

Dear Comrades,
Postal directorate invited Request for Proposals (RFP) for Study to design roadmap for establishing Post Bank of India (PBI) from a reputed Indian/Foreign Study and research institutions having rquisite experience in banking and finance. The stimated cost of the study is Rs.50 Lakhs.A Post Bank of India Committee chaired by the then Member (O&M) Dr. U. Srinivasa Raghavan was constituted in 2005, which submitted its detailed report visualizing PBI as a subsidiary commercial bank of Department of Posts that would provide customer friendly products and services and fill the gaps in POSB product portfolio including facility to avail loans, flexible accounts, etc. which is not available in POSB. Subsequently, another Committee headed by Ms. Yesodhara Menon, the then CPMG, Andhra Pradesh Circle formed in December 2006 to study the feasibility report submitted by the first Committee and look into other factors linked to creation of PBI. The Menon Committee submitted its report in March 2007 with the conclusion that PBI has to be established. It has suggested Phase-wise Approach having three phases from learning/growing phases to full-fledged bank phase.These reports are quite elaborative and look deep into the possibilities of setting up a Post Bank. However, still there are many issues such as Post Office Small Savings Schemes & Post Bank together or otherwise, provision of seed money for PBI, organizational structure of PBI, PBI relationship with Post Office, etc. which need to be addressed for establishing a Post Bank. Hence, it is of utmost importance that a professionally designed roadmap is prepared addressing all these issues including other aspects as well. Keeping this in view, it has been considered to engage a reputed professional institute to carry out a study for preparing a roadmap to create PBI. For full text of the RFP please click the belo link and down load.

Circle office Communicated Results of Departmental Examination for promotion to the cadre of PA/SA for LGOs, examination held on 06/11/2009 vide their Memo No.RE/2-2/2009/CON dated 10/03/2009.Circle office directed all the units/regional offices to take necessary action for communicating the results of candidates and for their appointment and Induction Training after observing all the required formalities and following the procedures as laid down in Recruitment Rules.

Regulation of Journeys by Private Air Lines while availing LTC

Now DOPT clarified that "In all cases of air travel (including LTC) both domestic and international where the Government of India bears the cost of air passage, the official concerned may travel by Air India Only and it is also clarified that Travel by Air India need not apply to non entitled officials who travel by air and claim LTC reimbursement by entited class of rail" for detailed order copy please click the below link and down load.

CAT Hyderabad ordered CPMG,AP Circle to Convene DPC for thePost of APM(Accounts) in LSG cadre as Accountants seniority has to maintained from year of passing of Accountants Exam(Circle Seniority)

Dear Comrades,

Historical Judgement givenby the CAT Hyderabad in OA No.129/2007 between K.Ranganatham and others.In this Judgement it is clearly mentioned that the seniority of PO&RMS Accountants will be maintained at Circle level and their transfer liability only divisionalised. While delivering the Judgement clarified that"In the result, the OA is allowed. The impunged order of SSPOs Secunderabad Promoting the third respondent vide memo No. B-1/Fast TrackPromotions/Dlgs/03 dated 17/03/2004 and her posting as APM Accounts Trimulgherry HO vide order dated 21/04/2004 are wuashed and set aside. Her promotion to HSG-II vide memo No.ST/6-1 dated 10/10/2006 issued by APMG office of CPMG and her adhoc promotion to the cadre of HSG-I in memo No.ST/4-1 dated 22/12/2006 are also quashed and set aside. The second respondent is directed to convene the DPC for consideration of all the eligible candidateds, including the applicant to the post of APM Accounts in the LSG cadre and for subsequent promotion to the HSG-II and HSG-I cadres as per the recruitment rules. This order shall be complied with witin a period of eight weeks from the date of receipt of a copy of this order".

Encashment of EL along with LTC for re-employed Govt. Servants

DOPT issued clarification regarding encashment of EL along with LTC for re-employed Govt.Servants vide Memo No.14028/1/2010-Estt.(L) dated 02/03/2010. In this regard, it is clarified that re-employed pensioner will be entitled to encashinent of Earned Leave aloiigwith LTC during the period of re-empioyment upto the linlit of 60 days in accordance with Rule 38-A (including the no. of days for which encashment has been allowed alongwith Leave Travel Concession while in service) provided he is entitled to LTC. DOPT issued good order in respect of Recruitment rules and Service conditions

DOPT in its order No.271812007-EO(SM.11) dated 17/02/2010 clearly issued instructions to all the Ministries/Departments that "no Ministry/Department shall issue any guideline/instruction in respect of the methods of recruitment and the conditions of service of any of the Central Services (except those exempted under the Allocation of Business Rules) or the All lndia Services without following the provisions of Government of lndia (Allocation of Business Rules), 1961 and the Government of lndia (Transaction of Business) Rules, 1961. If any Ministry/Department resorts to such action. the relevant order issued by it will be treated as non-est and the Department of Personnel and Training shall be authorized to declare the same as null and void as and when it comes to its notice".This order issued in continuation of their office letter of even No. dated 28/12/2007.Hence it is requested to all Divisional/Branch Secretaries to brought to the notice of this union if any such violations may come to your notice.
