Tomorrow i.e. 30-12-2016 is the last date for accepting the old 500-/1000- currency notes.

Every single note of old 500/1000 currency should reach the HOs / cash offices having link with banks, by the day end of 30-12-2016 for remitting the same to Banks.

Bankers will not accept the said currency after 31-12-2016.

Please check up and act accordingly to avoid burden on individulas.

sub:- Applicabilify of provision below sR-147 to the family of deceased Gol't. servant, in special circumstances- clarification regarding.

Various references are being received in this Department seeking clarification from this Department as to whether Rule below sR-148 for admitting Travelling Allowance (TA) ctaim by family of deceased employees beyond one year period of the death of the employee is also covered under GoI decision 2(iii) below Rule SR-147 which provides that 'TA to Central Govemment servant on retirement may be availed of by a Govemment servant u,ho is eligible for it, al any time during his leave preparatory to retirement, or within one year of the date of his retifement and povvers to €x1end the timelimit of one year will be exercised by the Administrative Ministries/ Departments with the approval of the FA concerned, in individual cases attendant with special circumstances.'

2. The matter has been considered in this Department and it has been decided that the above provision beiow SR-147 for extension of time limit of one year with the approval of FA of the concemed Ministry, will also be applicable in case of family of the deceased Gort. servant.

Subject: Restriction on Deposit of WOS Notes into SB Account 


        Kindly refer to the SB Order No. 12/2016 dated 08.11.2016 (Para No. 02 (iii) ) regarding deposits of WOS Notes. There is a partial modification in the acceptance of deposits of WOS notes. RBI vide their notification number RBI/2016-17/189 DCM (Plg) No. 1859/10.27.00/2016-17 dated 19.12.2016 has decided to place certain restrictions on deposit of SBNs (Specified Bank Note/WOS Notes) into the accounts by allowing deposits in excess of Rs. 5000/- will be received for credit only once during the period till December 30th, 2016. Copy of the RBI notification is attached herewith. 

It is requested to kindly issue necessary instructions to all concerned in this regard.

Sub:-  Declare ‘Sankranthi’ as Holiday in place of ‘Sri Ramanavami’-reg.

I am to submit the following for your consideration and favourable orders. You are aware that ‘Sankranthi’ is an important festival for telugu people and is celebrated by one and all throughout the states of Andhra Pradesh and Telangana. Next  year ‘Sankranthi ’ is falling on Saturday the 14th January 2017 and same is not declared as holiday for the Postal operative staff. The Coordination Committee of CG Organisations might have not considered ‘Sankranthi’ as holiday as the same is falling on Saturday and as it is regular holiday to all Central Government administrative offices.
The vast section of Postal Operative staff work  6 days in a week including Saturday. As the ‘Sankranthi ’ festival is falling on Saturday , the Postal Staff has to work even though it is an important festival. We suggest that the Sri Ramanavami on 5th April 2017 may be treated as working day in lieu of ‘Sankranthi’ holiday on 14th Januar 2017..
We request you to kindly give due consideration to this issue, and order holiday on 14th January 2017 so as to enable operative staff to celebrate in ‘Sankranthi’ festival.

There are occasions when Chief Postmaster General has taken action to change holiday in such circumstances.

We request your immediate intervention and order favourably.

Sub: Processing of Pension cases mandatorily through Bhavishya (Online Pension Sanction & Payment Tracking System) w.e.f 01/01/2017 – reg.

Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya – an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.

2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.

3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.

4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.

5. These instructions take effect from 1st January, 2017.

Sub: Payment of salaries for the month of November 2016 in cash on 30-11-16
This is regarding payment of November salaries to all postal/RMS employees in cash . You are aware that , lot of restrictions have been imposed by GOI for drawl of cash from the banks/Post office ATMs. Even drawl of cash through ATMs has been restricted to Rs 2500/- only per day. More over the Banks/Post offices are also permitting to withdraw maximum amount only Rs 24000/- per week. This is also to mention here , that the employees will not have time to go to Bank/Post Office counters for drawl of cash as they have to go to their work places.
As most of the employees have to pay house rents, purchase of provisions for their daily needs.
As such CPMGs are requested to take necessary actions for payment of salaries for the month of Nov 2016 which is to be paid on 30th Nov 2016 in cash only instead of crediting the same in Bank/POSB Accounts to avoid hard ship for employees.
A line in reply about the action taken in this regard is highly requested.

Sub: -   Exchange of Withdrawn Old Series bank notes-Problems arise out of exchange of WOS notes across the post office counters-Reg
Ref: -   Directorate Lr.No.116-11/2016-SB dated 09.11.2016

            Directorate vide order cited above, issued instructions to all the offices about the procedure to be followed to exchange Withdrawn Old Series bank notes and their deposits in to POSB accounts. Further in continuation of the above orders it is also intimated through mail that “IT IS TO CAUTION EVERY POST OFFICE THAT " BETWEEN 10.11.2016 TO 24.11.2016 ONLY RS.4000/- CAN BE EXCHANGED BY A PERSON AT YOUR RESPECTIVE OFFICES. NECESSARY STEPS MAY BE TAKEN TO TRACE THE DEPOSITORS/ EXCHANGERS AND AVOID MULTIPLE EXCHANGE TRANSACTIONS BY THE INDIVIDUALS BY MAINTAINING THE RECORD OF KYCs SUBMITTED BY THEM”.

            It is to submit that in the heavy crowd at the counters is it literally not possible to check and avoid multiple exchange transactions of an individual by the counter staff without any assistance of software or technical guidance/solution. It is highly impossible to check and avoid multiple exchange transactions of an individual by the counter staff while exchange of WOS bank notes. The record of KYCs submitted by the customers can be maintained by the post office staff. It is brought to your kind notice that most of the post offices are heavily crowded and all of them are covered with police protection. Despite providing of police protection at the post offices, at some post offices un towards incidents have been taken place due to heavy rush and long queues

Further it is to submit that some of the divisions issued instructions to maintain data in excel sheet and by using find option you can find the multiple transactions on a single name. But it is to submit that there is a possibility of getting one person once with adhar card and another with driving licence, voter id card or passport etc. In those events it is not possible to check the multiple transactions on a single name. It is also submit that by using find option in excel sheet we can find the list of entries with that particular name only. There is a possibility of persons having the same name or with the same surname also. More over in a crowded situation how can a counter clerk check all these exceptions. It is not  practically possible to check at the time of exchange.
It is further to submit that the bankers are not accepting the Postal remittances and also not supplying the required cash indent. At the same time the postal officials are also facing problem in counting the heavy cash and checking the fack notes.

            Therefore keeping in view of the circumstances explained above, it is requested to look in to the matter and do the needful and not to axe the postal staff for discharging their duties genuinely and honestly as the above checking is practically not possible by them. It may also please be ensured to supply the cash counting mechines and Fack note detectors to safe gaurd the staff.

            An early action in this regard is highly solicited.

Subject: Regarding opening of Head Post Offices (HOs) on 13.11.2016 (Sunday) for the exchange of Withdrawn Old Series (WOS) bank notes and for opening SB Counters

The competent authority has ordered that all the Head Post Offices across the country will remain open on 13.11.2016 (Sunday) for exchange of Withdrawn Old Series (WOS) of bank notes in denominations of Rs. 500/- and Rs. 1000/- with new currency/ prevalent notes, and for opening SB Counters. 

2. The Head Post Offices should arrange for drawal of sufficient cash from the linked Banks in advance. The purpose of keeping the Post Offices open on 13.11.2016 is specifically for exchange of WOS notes with the new/prevalent ones and opening SB counters and not for other operations. Sufficient number of counters should be operationalized to avoid any kind of inconvenience to the public. The information about availability of cash for exchange purpose may be displayed on the notice board of respective Post Offices well in advance. This may also be widely published through the press. Requirement of staff shall be as per local assessment.

3. A compliance report in this regard may be sent to this Directorate by 1100 hrs of 15.11.2016 on email id po@indiapost.gov.in
