35th Biennial Circle Conference successfully held from 16/11/2014 to 19/11/2014 at Kethanakonda Vijayawada

35th Biennial Circle Conference successfully held from 16/11/2014 to 19/11/2014 at Kethanakonda, Vijayawada. Vijayawada Division has organised beautiful arrangements in respect of accommodation and food. The conference was preside over by Com K.Narayana Rao, Circle President. IV MMmites with CPMG

                        The Minutes of Four-Monthly meeting by Chief Postmaster General with the representatives of All India Postal Employees Union Group-C (NFPE) held on 30.09.2014 in the O/o the CPMG, A.P. Circle, Hyderabad are produced below. The following have attended the meeting.

Old Items
        Providing of parking place at Banjarahills PO for parking of cycles, motor cycles of the staff working at the PO.
        Vacant land is available at backside of the post office which can be utilised for parking place by erecting a shed in that place.
            Initially, it is replied that there is no access to the vacant place and as such, it is not possible for extension of cycle shed.  But, the Union representatives opined that there is access for two wheelers.  Hence, it is finally replied that if there is a space, extension of cycle shed will be undertaken.
       Provision of lunch room for trainees at WCTC, Humayun Nagar.
        Regular training
s are taking place at WCTC, Humayun Nagar, number of trainees are attending the training programme at WCTC. There is no lunch room for trainees. The lunch room may be provided by de-quarterising the quarter portion of SPM.
        S.P.M. quarters are under the process of de-quarterisation. After de-quarterisation, suitable place for tiffin room will be identified and provided. 
         Further, this issue is stated to be referred to DA (P), who is present in the meeting has been requested to do the needful in the matter for resolving the issue at the earliest. 
       Provision of Recreation Club room at Guntur HO.
       There are nearly 100 employees are working at Guntur HO. For them there is no recreation club at Guntur HO. Postmaster General, Vijayawada given a reply to the item, there is no place for providing of Recreation Club. It is requested to cause to issue suitable orders for providing of Recreation Club room at Guntur HO.
         A.E. (Civil), Vijayawada reported that there is no space for providing recreation room at Guntur H.O.  However, in the interest of the welfare of the staff, PMG, Vijayawada Region will arrange to provide the same, exploring the possibilities for the same.

New Items
         Time and again DOPT had issued specific instructions regarding posting of persons with disabled, but the same are not implementing in letter and spirit by the Divisional Heads. The following instructions have been issued by the DOPT in the recent past.
No. 36035/3/2013-Estt. (Res.) dated 31/03/2014.
No. 14017/16/2002-Estt (RR) dated 13/03/2002.
No. A-B 14017/41/90-Estt. (RR) dated 10/05/1990.
          Therefore it is requested to cause necessary instructions to the units for strict implementation of the above orders and considering the pending requests / requests of persons with disability with a sympathetic view on a priority basis to implement the above orders in letter and spirit.
         The DOP&T OM No. 36035/3/2013 – Estt (Res) dated 31.03.2014 was not received through Directorate in this office. However, the Directorate has been addressed in this regard to issue clarification for implementation of DOP& T guidelines.
          It is complained that even the Directorate instructions are not being followed by the Divisional Heads in true spirit.   As such, what has been laid down in the Directorate instructions, will be reiterated to all the Regional Heads/HCR Units for strict compliance duly intimating them that any violation of Directorate’s instructions by the Divisional Heads will be viewed seriously.
          Postal Directorate had issued Lr. No. 4-12014-Pen dated 25/03/2014 regarding with holding of pensioner benefits by issuing charge sheets / recording the statements in the verge of the service or on the day of retirement. It is against the spirit of reasonable opportunity and natural justice. The disciplinary authorities are in the habit of initiating the disciplinary action process in the last minute in respect of the incidents held some two or three years ago by keeping silent for all these days. There are clear guidelines issued by DOPT on the time frame to be followed by the disciplinary authorities and inquiry officers vide OM No. 425/04/2012-AVD-IV(A) dated 29/11/2012, but the stipulated time frame and procedure laid down in the above letter is not followed by the disciplinary authorities in lie. Hence it is requested to cause necessary instructions to the concerned for immediate settlement and processing of disciplinary cases and also fixing the officers / officials who are responsible for delay in attending the cases.

            It is expressed by the Union that officials are put to hardship even in the case of  N.O.C. for obtaining Passport pending disciplinary case against them.  There are more number of disciplinary cases pending in Hyderabad Region and Hyderabad City Region as well.  DPS, Hyderabad Region and DPS, Hyderabad City Region will please ensure that the disciplinary cases are settled expeditiously in view of the difficulties being experienced by the staff and also as per the guide lines issued by the Directorate from time to time with regard to disposal of disciplinary cases.
          Strict implementation of immunity transfer to the eligible office bearers of the union. Though there are clear guidelines issued by the Directorate from time to time to implement the privilege given to the eligible office bearers of the union. Most of the Divisional Heads are not implementing the same by showing silly reasons and seeking unreasonable clarification from the Regions / Circles / Directorate to dilly dallying the implementation of the said transfers.
         Therefore, it is requested to cause to issue suitable instructions to the Units / Divisions for strict implementation of immunity transfer privilege given to the eligible office bearers of the union for smooth functioning of the union.
        When asked to cite any specific instance, Union has mentioned the case of Nandyal Division.  PMG, Kurnool will be instructed suitably.  Further, Regional PMsG/Divisional Heads of H.C.R. will be instructed to follow the instructions issued by Directorate on the subject, from time to time.

5.      The Assistant Director (Buildings), Circle Office, Hyderabad. He is requested to take necessary action on the item No’s. 1-05/2014, 2-05/2014, 3-05/2014.
6.      The Assistant Director (Rectt & Wlf), Circle Office, Hyderabad. He is requested to take necessary action on the item No. 3-05/2014.

                  I am directed by the competent authority to request you to issue necessary instructions to the Regions / Units concerned on the items by endorsing copies to the Representatives of the Unions / Associations concerned.
