Finance Ministry Issued orders for payment of DA

Dear Comrades,
Finance Ministry in its order No.1(6)/2009-E-II (B) dated 18/09/2009 issued intructions for payment of enhanced (5%) DA to Central Government Employees.Exixting rate of DA is 22%  now it is raised to 27% with effect from 01/07/2009.For full text of the order copy please click the below link and down load.

GDS File Cleared by EC, it will be considered for Tomorrows Cabinet Meeting

Dear Comrades,

Our DDG(Establichment) and Director(SR) have personally went to Election Commission to get the approval yesterday and the same was cleared by Election commission.The approval has been communicated to the Cabinet Secretary by fax and by letter to the Department of Posts.Hence all the obstacles have been cleared for GDS file, now it will be taken to consideration by union Cabinet which is going to be held on 17/09/2009.

Intesify Trade Union Action

Dear Comrades,
News received from Central Head Quarters that the Cabinet Secretary returned the GDS file for Election Commission Clearence.An Officer from Postal Department personally deputed for the purpose.If the file cleared by today it will be taken for consideration on Tomorrows Cabinet meeting else it will take some more time.Hence i request all Divisional/Branch Secretaries to intensify the Trade Union Action as specified earlier, and intimate latest developments to circle head quarters over phone/email. Sri K.Sudhakar Divisional Secretary Gudur Division intimated that "Asper JCA call a big rally has been organised from Post Office to Collectorate at Nellore with staff of Nellore, Gudur and Kavali at 10 AM and handed over the Memorandum".I request all Divisional/Branch Secretaries to send clear photos of Rally/Dharna or meeting to upload to our website.

Finance Ministry issued orders in r/o economy and rationalization of expenditure

Dear Comrades
In continuation of finance Ministry instructions on expenditure management dated 24/07/2009, in view of the current fiscal situation and that arising out of insufficient rain in large parts of the country, and the consequent pressure on Government's resources, Finance ministry issued fresh instructions in this regard vide its Memo No. 7(1)E.Coord/2009 dated 07/09/2009.Some important instructions reproduced here for the information of the members.
1.Cut in Non-Plan expensiture
For the year 2009-10, every Ministry/Department shall effect a
mandatory 10% cut in non-Plan expenditure under the following
heads:-
a) Domestic and Foreign Travel expenses
b) Publications
c) Professional Services
d) Advertising and Publicity
e) Office expenses
f) POL (except for security related requirement)
g) Other administrative expenses
The remaining portions of non-plan expenditure, excluding interest payments, repayment of debt, Defence capital, salaries, pension and the Finance Commission grants to the States, will be
subjected to a mandatory 5% cut. No re-appropriation of funds to augment the non-plan heads of expenditure shall be allowed during the current financial year.
No increase in budgetory allocation. Purchase of vehicles, except for operational requirements of the Defence Forces, Central Para Military Forces and security related organizations, will not be permitted. For full text of the order copy please click the below link and down load

Posts use RFID to monitor quality of letter post

Twenty-one Posts have started using the Universal Postal Union's new Global Monitoring System (GMS) to evaluate the quality of their letter-post service using stateof-the-art RFID technology.The GMS is a truly global system using affordable RFID technology that is accessible to every Post,from industrialised countries and developing ones.From now until December 2009, in a first phase of the project, 530 independent panel lists from 38 countries will send 24,000 test letters containing RFID tags through 45 postal facilities worldwide. The data collected as the test letters pass through special gates will be transmitted to the UPU and used
to help postal operators identify service failures and improve operational efficiency.Posts participating in this first phase of the Global Monitoring System come from the following
