/ 2012:
Irregular Audit objection raised by the P&T Audit for recovery of
Incentive paid for NREGS work at Wanaparthy Division.
P&T Audit has made
an objection while auditing at Wanaparthy Division for recovery of excess
payment of NREGS Incentive from the two officials.
As per PMG (BD), AP Circle orders there is no
ceiling for grant incentive for doing NREGS Work. PMG is requested for issue of
orders to SPOs Wanaparthy not to recover the incentive from the official.
Decision:
The matter was taken up with Sr.
Audit Officer, P & T Audit vide DAP office letter dated 20.11.2013.
Reminded on 31.12.2013 to submit the latest position on the item. Reply is
awaited.
The grievance of the staff side is
that without even calling for explanation from the concerned officials,
recovery has been ordered and HOC is competent to stop recovery based on merits
and requested to issue orders for stopping recovery till the matter is decided
by the Competent Authority. D.A(P) will ascertain the ruling position as to whether
HOC is competent to stop recovery ordered by the P & T Audit. Further, D.A. (P) will vigorously pursue with
P & T Audit presenting the view point of the staff side also for
expeditious settlement of the issue.

Re-opening of
Canteen at Dak Sadan, O/o CPMG, Hyderabad.
It has been bought to the notice of
that the canteen facility is withdrawn by closing of the then canteen. It is
also enquired through our source that the AD (Welfare), Circle Office has ordered
to close the canteen by renaming it as a Lunch Room, which will function from
1:00PM to 2:00 PM only. In this connection, this union fells that the
curtailment of Welfare activity provided by the Department from 22.08.1988
(After opening of the New Circle Office premises) is not justifiable.
Decision:
Sealed tenders were called for and
Notice Inviting Tender (NIT) was issued on 01.11.2013. The tender evaluation
committee met on 22.11.2013 for opening of tender document and recommended for
refloating of tender as only one tender was received which did not fulfill the
required conditions. As per the recommendations of Tender Evaluation Committee,
an advertised e-tender enquiry issued on 17.12.2013.
A suggestion has come in the meeting
that the Canteen presently functioning in DA (P) office in Manoranjan Complex
be either shifted to Dak Sadan and or an extension counter opened in Dak
Sadan in the larger interest of the
staff working in Dak Sadan, as the response for tender is not encouraging. This appears to be a good suggestion and will
be examined by Welfare Section of Circle Office vigorously.

Non supply of uniforms to Post Men, MTS and Group – ’D’ Staff in the Andhra
Pradesh Circle.
Decision:
The SP, PSD, Hyderabad reported that
the tender for procurement of uniform cloth was floated and finalized
successfully. The procurement of uniform cloth for the block year 2011-13 will
be made on receipt of budget allotment.
SP, PSD, Hyderabad will be asked to
include the staff side representative also in Tender Evaluation Committee from
now onwards.

/ 2013:
Non
implementation of honourable AP high court order in respect of recovery of
excess paid bonus from GDS officials.
This is to inform that honourable
CAT orders in OA No 247/209 in which direction was given to stop recovery of
excess paid bonus from the GDS officials. The department has filed writ
petition no 8930/2011 against the said order before the honourable high court
of AP. Honourable AP high court gave directions in NPMP No 11032-2011 dated
16-4-2011 suspending the orders passed by the CAT in the above OA.
The same is already implemented in
all the divisions and the excess paid bonus was recovered from respective GDS
officials, except some divisions. In spite of repeated requests the same is not
being implemented in Adilabad division and also in Secunderabad Division
resulting in imposing of rule – 9
against two officials who worked as Post Masters and they are suffering till
date without getting pensionary benefits and also SSPOs Secunderabad Division
ordered to recover from the staff who worked in the Accounts Branch.
Decision:
The competent authority has ordered
vide C.O. letter No. EST/1-27/07/II dated 17.10.2013 to effect recovery subject
to High Court judgment, in view of orders of Directorate letter No.
26-8/2009-PAP dated 01.10.2013.
It was agreed to stop the recovery
after the minutes of Departmental Council (JCM) from Postal Directorate or copy
of judgment from Hon’ble, High Court, A. P. was received.

Non implementation of DOP&T ORDER NO 3/19/2009-Esst (PayII)
dated 5-4-2010.
DOP&T has issued clarificatory
orders cited above in respect of re-employed after retirement (Ex-Servicemen).
But the same is not being implemented in our Circle. Necessary instructions may
be issued to all concerned.
Decision:
The said DOP & T order No. 3/19/2009-Estt (PayII)
dated 5-4-2010 was forwarded by Directorate vide letter No. 4-4/2008-PCC dated
23.10.2013 and the same was circulated to all the Regions and Units in HCR vide
C.O. letter No. EST/6th CPC/12 dated 01.11.2013 for taking further
necessary action.
Secretary, Staff Side, RJCM has
requested to supply a copy of Directorate Letter which was circulated by Circle
Office to all the RJCM members also.

Irregular redeployment of two Postal
assistants posts from Secunderabad HO to Trimulgherry HO without proper review
of establishments.
SSPOs, Secunderabad Division had
redeployed two PA posts from Secunderabad HO to Trimulgherry HO without proper
review of establishment and also without approval of competent authority i.e.,
Circle IFA.
Decision:
SSPOs, Secunderabad Division will be
instructed to conduct establishment review of Secunderabad H.O. immediately.
Staff Side, RJCM contended that, the
redeployment done by SSPOs, Secunderabad Division is itself irregular. Until
finalization of establishment review by competent authority, outsiders may be
engaged in the above two redeployed posts.

Immediate filling up of
Superintendent, Postal Stores Depot, Hyderabad.
Hyderabad PSD is a PSD which supply
of all stationery to two Regions Hyderabad City Region and supply of uniforms
and also supply of chappals, umbrellas. Presently it is manned by additional
charge. Expedite immediate action for filling up post of SP, PSD.
Decision:
At present, Assistant
Director (Mktg), Circle Office has been given additional charge of SP, CSD and
such, SP, PSD can concentrate on PSD, Hyderabad.
Further, Adhoc
arrangement will be made for the post of SP, CSD. Staff Section of Circle
Office may take immediate necessary action.

Immediate filling up of vacant PA
posts at PSD, Hyderabad.
Total sanctioned strength of PA
Posts at Hyderabad PSD is 21, One LSG, One HSG-II, One HSG-I. Out of 21 Posts
only 11 PAs are working. It is requested to fill up remaining vacant posts at
Hyderabad PSD.
Decision:
The matter regarding filling up of
vacant posts at PSD, Hyderabad on deputation basis will be linked up at the
time of issuing next year rotational transfers i.e., 2014. It is informed that SSP, Hyderabad City Dn.
is not providing required man power to PSD, Hyderabad though he is required to
do so. He will be instructed suitably in
this regard.

Immediate recruitment of vacant
Sports quota posts in the Circle by giving notification for filling up of
vacant Sports quota posts.
Nearly 50 vacant posts for filling
in the Andhra Pradesh Circle. It is requested to give notification for filling
vacant Sports quota posts.
Decision:
40 PA / 21 Postman posts of
2009-10 were notified for recruitment under sports quota. Appointment orders
were issued to 33 PA / 10 Postman posts. In respect of Volley
ball / Table Tennis / Power Lifting events the selection could not be finalized
due to filing of O.A.s in Hon’ble CAT, Hyderabad. In respect of following
events, i.e., Carroms, Weight Lifting, Athletics events selection could not be
finalized due to non-availability of suitable candidates. In respect of 2011
& 2012 notification will be issued after completion of PAs / SAs and
Postman recruitment for 2011-12, which is in final stage.
Staff side, RJCM requested for
initiating simultaneous action to fill up remaining unfilled sport quota
vacancies with other vacancies and this suggestion will be kept in view.

/ 2013:
Grant of 20% HRA to Nellore City
treating as ‘Y’ Class city.
Presently Nellore city is getting
10% HRA only. In recent population census, the population of Nellore City has
exceeded five lakhs and now reached 5,64,148 and needs to be reclassified as
‘Y’ class city with 20% HRA as per the CPC recommendations.
Decision:
The matter has been referred to RO,
Vijayawada to take up the matter with Directorate vide Circle Office letter
dated 23.07.2013 and reminded on 31.12.2013 to intimate the progress on the
case from time to time, vide Circle Office letter No. EST II / VJ / HRA dated
06.01.2014.
Staff side has informed that there
is a provision for issue of provisional order on the subject. Copy of such orders will be provided by them
for examining the matter.

/ 2013:
Kind attention to be given to the pitiable plight
of the residence of the Chikkadapally and Uppal Postal Staff Quarters,
Hyderabad. The residence of these colonies anxiously awaiting for years
together to mitigate their predicament which is not fully cared for by the
local civil wing, urgent action needed. During the year 2011-12 A.P. Circle has
surrendered lakhs of rupees to the Directorate.
Proper
maintenance of staff quarters at Chikkadapally, and Uppal Hyderabad. It has
brought to the notice of this union that the staff quarters are not being
properly maintained either civil/electrical problems. The quarters are not
having proper way to the quarters like E-1 to E-8 and C-17 to C-24. The
quarters are in a dilapidated condition due to non-maintenance of internal
painting and white washing. The quarters have not been maintained for the
years. The bushes cleaning is also not taking place, due to this the inmates of
the residence are facing a lot of problems. The backside of the E-Block and D-
Block quarters of Chikkadapally is not having a proper approach road and not
even having proper lighting facilities. The M-Block quarters are also not being
properly maintained and the big trees have been grown beside the M-41 Block.
There is also a bore water problem during the summer season. A separate
pipeline has to be given to the E-Block.
Decision:
AA&ES approved for block wise
estimates of D Block for amount ` 5.30
Lakhs. AE (C) / AE (E) addressed to
submit the Block wise estimates for staff quarters in twin cities giving
priority to block most in need of maintenance.
Preliminary Estimates for provision
of Bore water pipe line to the E – Block received from Civil wing are under
examination at Circle Office.
Bushes cleaning at Chikkadpally
Postal staff quarters work was completed in September 2013.
Staff side, RJCM has informed that
cleaning of bushes was done in rainy season and as such, the problem is still
‘unresolved.’ Assistant Director
(Buildings), Circle Office will ensure periodical cleaning of bushes in P &
T quarters, Chikkadapally. Further, staff side expressed that the residents of
P & T Quarters, Chikkadapally (especially residents of E- Block) are
reluctant to stay there any longer, as water is not provided. Action will be initiated for provision of
water.

/ 2013:
Stop
Decentralization of PLI/RPLI work. Ensure uniform implementation of
Directorates Orders regarding retention of PLI/RPLI work of Divisions situated
at CO/RO Head Quarters at CO/RO itself. The recent orders on Indian Postal
Policy 2012, the work relating to PLI Section of CO are Decentralizing without
modification of Indian Post Office Insurance Rules 2010. As per the above
rules, the Rs. 5 Lakhs and above policies records and claims to be settled at
CO. The present arrangement in the circle may continued till the modification
in Post Office Insurance Rules 2010 and honour the minutes of the meeting taken
by the Secretary Posts, Postal Services Board with the Postal Joint Council of
Action on 10.01.2012 and Directorate letter No. 8/15/2011-SR dated 16.01.2012.
Decision:
No further decentralization of PLI /
RPLI work is in progress. However,
staff side has informed that PLI/RPLI work of the Divisions situated at R.O. Head
Quarters i.e., Vijayawada and Kurnool is
being got done at Vijayawada & Kurnool D.Os respectively and requested not
to utilize the operative staff for the purpose.
PMsG have expressed that there is no adequate man power in R.Os and the
services of Departmental officials is required for master data updation. The feasibility of utilizing the services of
suitable retired Development Officer, PLI will be examined.

Recruitment of MTS (Open
Competition):
DA (P) office has requested
the Circle Office to select 16 candidates for the posts of MTS in the DA (P)
office along with Circle Office requirement while making the recruitment.
Decision:
The matter of filling up of Direct
recruitment vacancies of MTS from open market is still under examination as the
process of recruitment involves many formalities to be completed to arrive at a
final vacancy position in all Administrative and Subordinate offices.
The Circle will consider inclusion
of DAP vacancies for MTS at the time of issue of notification.

Up gradation of Podili Norm
Based LSG SO to HO by down grading Kanigiri. HO:
Kanigiri town is situated at 90
km from divisional head quarter i.e. from Ongole. And 30 km away from state
highway connecting Ongole and Kurnool. It is popularly known as fluoride
affected area. It will take 3 hours to travel from Ongole to Kanigiri and it
will be a problem to get bus facility back to Ongole or other popular villages
after 07.00 PM. For medical / educational facility staff has to depend upon
Ongole. Due to this staff are un
willing to work at Kanigiri.HO. Because of this work at Kanigiri HO is lagging beyond
repair. Posting of a regular Postmaster, Accountant even a sub divisional head
become a problem. Even posting adequate PA cadre officials is also a problem.
Areas like accounts, SB (NREGS), SBCO are most affected. This can be avoided by at least relocating
the HO to nearby place like Podili which is comfortably placed at 50 km from
Ongole and is on state high way. Staff can stay there keeping themselves at an
hour distance from Ongole where they can depend for better medical &
educational facilities. This will reduce the staff transfer problems and
requisite staff can be posted for bringing the HO administration into main
stream.
Connectivity is also most
convenient in case of Podili compared to Kanigiri. Table of comparative
distances is given below along with attached map. Podili is centrally located
for 10 Sos out of 18 Sos under Kanigiri.

Staff side, RJCM has emphasized the
need for downgrading Kanigiri H.O. simultaneously upgrading Podili LSG S.O. to
H.O. R.O., Vijayawada will examine the feasibility for the same once again.

/ 2014:
Replacement of old
computer systems with new computers in C.O.
The year old computers are not connecting the up-to-date software
programmes developed by the PTC Mysore. At present, in some sections the
computer systems are not having new software and LAN Connections. As per the
Directorate guidelines, the systems which were completed the condemnation
period should be replaced for soft functioning of the office work.
Decision:
At Circle
Office, there is no software in use developed by PTC Mysore. The systems
provided are used for MS Office/Excel. Total No. of systems available in CO are
130. All the systems are P-IV only. During the year 2011/12 a total of 21
systems are condemned. For supply of new systems in place of condemned systems
funds from Directorate are yet to be allotted. Hence no further action on further
condemnation is being undertaken. However the maintenance, repairs, up
gradation of existing systems is being entertained as per availability of funds.
However, it will be examined to supply the
systems under NREGS funds subject to receipt of additional funds from
Directorate.

/ 2014:
Supply of 4 in 1 Printer at least one for each section in
C.O. other than PLI. Every Section in C.O. receiving letters from Directorate
which have to be retransmitted to the Regions/Divisions. As there is only Xerox
machine for all sections in C.O. transmission of Directorate letters is being
badly delayed. Hence, it is requested to cause action to supply at least one 4
in 1 printer (printer, scanner, Xerox and fax). The following
sections of C.O. are very much needed for supply of 4 in 1 Printers i.e. Staff,
Vigilance, Legal Cell, Complaints, Establishment, Investigation, Mails, CBS,
Buildings, Accounts, Recruitment/Welfare and Office Superintendent.
Decision:
At
present, funds are not available under suitable Head of account. This will be
examined when fund position permits.

/ 2014:
Security Arrangements in Postal Staff Quarters in
Hyderabad City. The Postal Quarters located in the Hyderabad and Secunderabad,
there is no security arrangements for the government property and resident’s
property in the Government Maintained Staff Quarters. The complaints received
from the residents of Postal Staff Quarters Chikkadpally and Uppal regarding
thefts of small and big items. The Postal Staff Quarters are provided with 2 or
3 gates to enter to the quarters. As the outsiders entering into the staff
quarters and they are nauthorized roaming in the colonies and wherever
feasibility, they are not afraid to theft any items left in the premises while
they went to their native places. All other cities where the 100 and above
quarters is provided with security. It is requested to provide security guards
to safeguard the government property as well as residents. They will identify
the residents and restrict the outsiders to enter into the premises of
government quarters.
Decision:
3 surplus Security
personnel in Dak Sadan will be arranged
in Chikkadapally and for Uppal Staff quarters and tender will be floated. Asst.
Director (Estt), Circle Office is requested to process the case immediately as
per rules available on the subject.

/ 2014:
Provision of lift at RO Vishakhapatnam. The RO
Vishakhapatnam is constructed with G+3 floors. As per the layout of sections is
from 1st floor to 3rd floor is identified for functioning
of Regional Office. The staffs who are aged are facing much difficulty to climb
the steps and some of the staffs are having knee pains. It is very need of lift
provision in the newly constructed Regional Office Vishakhapatnam. Previously,
this item was examined by the competent authority, but there is no progress in
the provision of lift. As per the plan of the building, there is a need of
capsule lift from outside the building. There is no provision was given inside
the building to construct the lift. It is requested to examine once again and
provide lift to the RO Vishakhapatnam.
Decision:
Preliminary Estimates for `18,52,500/- received from SE (E), Bangalore. NOC for Provision of lift at
RO Visakhapatnam is being pursued with municipal authorities. Plan Funds under
Head of account 5201 – Capital out lay are awaited from Directorate.

/ 2014:
Up gradation of generator of 62.5 KVA Capacity of Dak
Sadan building to higher capacity diesel generator. The present generator is
not supporting the power supply to the entire building and lifts of the
building are also not coping up to the generator power supply. It is also
requested to provide high capacity UPS connectivity to each floor. At the time
of construction of this building, the generator was installed. At that time,
there was no UPS system connectivity and the Air conditioners were also not
connected. The present work of style has changed from manually to computerize.
It is very much need of power supply whenever the electricity breakdown is
occurred. During the summer, the power cuts are affecting the work of Circle
Office including RO Hyderabad and DA (P). The staff is also suffering due to
non-connectivity of generator to the lifts. It is requested to provide high
capacity diesel generator to the Dak Sadan Building.
Decision:
The
proposal for up-gradation of genset of 62.5 KVA Capacity of Dak Sadan Building
to 200 KVA Capacity is submitted to the Directorate for release of plan funds.

/ 2014:
Shortage of supply of
computer paper, other connected stationery and fuel to generators:
It is a time consuming act to
procure paper, printer ribbons and oil to generator. Most of the SPMs are
facing difficulty in getting supply of the above. It is most required now a
days for immediate purchase of above items which cannot be awaited for supply
from PSD, DO or sub division. For this statutory permission is required to SPMs
for immediate purchase. Accordingly they need to be provided with contingent
fund for the same.
One year back there was a proposal
from circle office for allocation of budgetary funds to subordinate offices
like Hos but the same is not fulfilled so far. Only there was on paper
allocation of funds to Hos. Now we need to take up the matter for provision of
limited funds to the SPMs for immediate purchase of computer paper, printer
ribbons and oil to generators. Every C Class SPM needs single paper bundle and
three 1+1 bundles per annum. It differs for SPMs with attached Bos. Monthly two
ribbons and annually 24 ribbons are needed. Requirement of petrol depends on
electricity supply. All these need minimum of Rs. 5000- per annum per SO. If
SPM is provided with cash imprest or allocation of annual funds there will
definitely deduces protracted correspondence and improves efficiency.
Decision:
Circle Office will allot yearly
budget funds to the Regional Offices / Units based on their R.E / B.E
requirements. Regional Offices in turn allot funds to the Divisions as per
their requirements. Sanctions for the bills are generally issued by the
Regional Offices / Divisional Offices. The Postmasters / Sub-Postmasters do not
have any financial powers to incur expenditure. Divisional Head only can

A point has been raised that diesel
bills in respect of generators, received from the PMs are not being cleared by
Divisional Heads and the PMs are forced to incur expenditure personally. To mitigate the hardship, it has been decided
to constitute a Committee consisting of the following composition to assess the
requirement of diesel keeping in view the status of the Post Offices and average
consumption per month and based on their report, decision will be taken and
uniform procedure can be followed depending on the status and requirement of
Postal/RMs Offices in the Circle as a whole.

Presently most of divisions are marked for payment of

is to be conveyed from HOs / cash offices to SOs/BOs. For the purpose a speedy
and secured means of transportation is required.
Decision:
It is planned to float tender at
Circle level. Staff side has expressed a
view that for interior areas, there will be no response.
A Committee headed by PMG,
Visakhapatnam will study the issues regarding provision of cash vans. Staff
side representatives viz., Shri DASV Prasad and Shri D.Kishan Rao will also be
nominated in the Committee. Formal
orders will be issued by Circle Office in this regard.
As a permanent measure, it is
suggested by PMG, Vijayawada that strong rooms for keeping cash, like Banks
should also be planned at every H.O.
Directorate will be addressed in this regard.

Paderu, Narsipatnam, Ramachandrapuram, Sompeta, Chittor and Madanapalli HO have
been approved by Directorate for opening of PRS counter, but approval /
sanction is awaited from Railways.
Visakhapatnam Region in respect of
Chintapalli PO and Vijayawada Region in respect of I.E. Eluru PO have been
addressed to send proposals to set up PRS counter at these offices.
SSPOs, Hyderabad City Division has requested to cancel
the approval for opening of PRS counter at Banjarahills PO due to constraint of
space which is not agreed to by the
RJCM.
SSPOs,
Secunderabad Division was addressed to intimate the feasibility and potentiality
to set up PRS Counter at Musheerabad NDSO.
Action
will be initiated to initiate the process for providing the facility at
Hyderabad GPO, Putli Bowli S.O. also.

Fixation of schedule for achievement of targets for
various schemes in the Circle.
Targets are fixed for all the schemes like PLI, RPLI,
Opening of SB/RD accounts, Old age pensions and other business products at a
time which will make all the schemes cumbersome and finally leading to non
achievement. As a matter of fact there are targets already for insurance
business. Now targets were introduced for opening of SB/RD accounts and payment
of social security payments with a time frame and heavy burden of payments
under NREGS already exists. The chairman is therefore requested to fix the
schedule for all the above items month wise to reduce the suffocation and
better achievement of targets.
For payment of SSP’s at BO/SO/HO a time schedule on the
day basis should be fixed in consultation with the State Government. For the payments at SO the DOOR payment at
the premises of the beneficiary should waved as the SPM cannot do door payment.
Decision:
Achievement of Targets is a continuous effort throughout
the financial year. All products need to
be marketed throughout the year.
Regarding payment of Social Security Pensions, it is for a limited
period say from 1st to 10th of every month. In fact, AP State Government insists to
commence and complete payments from 1st to 7th of the
month. Efforts are being made to ensure this. SPMs/BPMs may stagger the Social
Security Pensions for the said seven days to avoid pressure of rush. Regarding door to door payments, it is to
inform that in extreme cases where pensioners are bed ridden, disbursement at
home is required and is being done by BPMs and Postal Franchises/CSPs. However
considering the other Postal Operations that the SPM need to take care of, it
will be difficult /not possible to do home level disbursement. Therefore, in
Sub Office, for every additional 750 pensioners, additional CSPs will be
positioned in the Sub Offices.

Providing infrastructure at all levels for the newly
introduced schemes in the Department.
Already there is no infrastructure for the NREGS scheme
which is in doldrums now several new schemes were introduced for which there is
no infrastructure or methodology is notified. In respect of opening of SB/RD
accounts as per the targets fixed lakhs of accounts were opened in the Circle.
But no manpower is provided in the SO’s and HO’s for opening of these accounts,
ledger postings. We request provision of necessary manpower till introduction
of online under CBS. While introducing payment of SSP’s the unions were not
consulted before signing the MOU. In respect of payment of social security
pensions the SPM in the ‘C’ class and the A and B class which are being manned
as C class has to pay 3000 to 5000 pensions in the semi urban towns and the
password is given to the SPM. In all such cases regular manpower has to be
provided for the period of the payment of SSP to complete the regular sub
office work.
Decision:
Suitable instructions have already been communicated to
all the Regions / Divisions under Hyderabad City Region in respect of provision
of manpower in HOs / SOs for opening of accounts, ledger postings etc., vide
C.O. letter No. SBI / SB master / Corr / 2013 dated 27.09.2013 and to follow the D.G guidelines on
outsourcing.
Necessary orders have already been issued for engaging
additional manpower wherever required based on the Directorate instructions
issued in 2009. Regarding payment of
Social Security Pensions, it is to intimate that where ever the no. of
beneficiaries are more than 750, instructions have already been issued to
select Customer Service Providers ( CSP) at the rate of one CSP for every 750
beneficiaries. Once CSPs are selected,
pressure will not be there on SPMs/BPMs. Further, orders are also issued to
utilize the services of willing GDS other than BPMs in Branch Offices and Sub
Offices where additional CSPs positioning is taking time.

Taking into workload instead of incentive in respect of
payment of SSP and NREGS.
Before fixing the incentive the unions were kept in
darkness as no consultation was there and the fixation of incentive is found to
be defective. Orders are already in existence for fixation of time factor at
the rate of one point for 10 SSP payments. The decision may taken to fix the
time factors for the BPM’s instead of incentive.
Decision:
This issue relates to
Directorate as Directorate is fixing incentive or inclusion of workload into account
for TRCA calculation. Circles have no powers to take any decision on such
matters. It is suggested to take up the
matter at Directorate level.
Staff side, RJCM has
informed that incentive is payable for the accounts opened during special drive
period. Staff side is requested to
provide a copy of such instructions for examination.

Non computing LR strength for recruitment of vacancies
for the years 2009, 2011, 2012.
After reduction of 10% posts under abolition of 2/3
vacancies, the LR vacancies were not taken for the recruitment. The LR strength was already absorbed into the
regular strength in the divisions. We request detailed breakup of the
recruitment done for the above periods.
Decision:
L.R. is part and parcel of
sanctioned strength.

Postings to the cadre of mail overseers in the Circle.
As a matter of fact there was no recruitment rules for
the cadre of mail overseers and the post were filled up from the postman cadre.
Consequent on dispensing with the TBOP/BCR scheme and introduction of MACP
there is no uniform procedure in the Circle for filling up of these posts. In
some divisions the senior postmen who are having leftover service of 1 year
having medical problems were posted. We request uniform guidelines from the
Circle level.
Decision:
The above issue has been examined in
detail and competent authority has ordered to follow the instructions contained
in the Directorate letter 44 / 17 / 76 –SPB – I dated 07.02.1977 while filling
up mail overseers posts in the Circle. The other procedure i.e., willing senior
or unwilling junior can be ensured from among those who have completed 10 years
of service. The above procedure was already informed to all Regions / Divisions
of Hyderabad City Region vide Circle Office letter No. ST / Postman / Misc /
2012 dated 23.08.2013.

Maintenance of P&T dispensaries
Brief:- In respect of Visakhapatnam the In-charge
Medical Officer is self styled where ever she is posted and there are several
complaints in past also. The P&T
dispensaries are not procuring the specified quality of medicines prescribed by
CGHS and recognized hospitals. We request necessary action.
Decision:
As a last resort, in order to mitigate the hardships
being faced by the staff, PMG, Visakhapatnam will request the Medical Officer
to visit C.O. for arranging counseling to her in C.O. before resorting to
complaining to Directorate.

Replacement of Letter Boxes:
Consequent on removal of letter boxes which were in
dilapidated condition new letter boxes were not planted. Letter boxes are the
image of the Department and there are new type letter boxes were introduced by
the department. We request replacement
of all the letter boxes needy places identifying the new areas.
Decision:
Rationalization of letter boxes is
being done as per Directorate instructions.

and when requests are received the same will be procured and supplied on
availability of funds.
As regards to
Kurnool, it is informed by RO Kurnool that only request for 7 Dotmatrix
printers from Chittoor Division is pending due to non availability of
funds.
As per
Directorate instructions one Line printer will be supplied to each of the
registered L1 centres at Hyderabad, Kurnool, Tirupati, Vijayawada,
Visakhapatnam and Warangal. Online orders placed for the same on 10.12.2013.
